As a result of the cabinet reshuffle earlier this year, responsibility for Libraries moved from the Ministry of Education and Culture to the reconstituted Ministry of Youth, Sport and Culture. The new Minister, Mr Simba Makoni, performed a 'sod-turning' ceremony at the site of the proposed NLDS headquarters building in Harare. Construction of the building is expected to begin later this year, with completion due about two years later. Manufacture of the mobile library vehicles is now in progress, and the vehicles are expected to be delivered later this year. A draft Bill which will provide for the establishment of the NLDS has been circulated to members of the NLDS Council and to the ZLA for discussion and comments. It is hoped that the final draft will be brought before Parliament in the forthcoming session. Commission of Inquiry into Taxation The ZLA has submitted a memorandum to the Commission in response to their questionnaire. The ZLA is urging the Commission to consider the removal of sales tax on books, and the removal of tariff barriers such as customs duties and import charges on imported books. The ZLA is also urging that Zimbabwe become a signatory to the Unesco 'Florence Agreement' which aims at facilitating the free flow of books and related materials both internationally and locally. Book Fair The second Zimbabwe International Book Fair will be held at the National Gallery of Zimbabwe, Harare, from 28 August — 1 September, 1984. This year's Fair has special interest for librarians. The dates have been chosen deliberately to follow the week immediately after the annual conference of the International Federation of Library Associations and Institutions (IFLA), which will be held in Nairobi from 19-25 August. Information about the 2nd ZIBF is being mailed to all delegates attending I FLA, and it is hoped that many of them will visit Zimbabwe before they return home. In addition, one morning will be set aside to give librarians the opportunity to meet publishers at the Fair, which will be closed to the public during this session. This year too, the organizers are requesting from the Government a special foreign currency allocation for the book fair so that members of the public will be able to order books, or purchase them through local retail outlets. Further details of this should be announced later. The 2nd ZIBF will run in conjunction with an African Film Festival which will bring together the continent's leading film makers,actors and actresses, and the most acclaimed African films. It looks as if this year's book fair will be an occasion not to be missed. 32 33
In Brief SCECSAL The ZLA is hosting the sixth meeting of SCECSAL at the University of Zimbabwe from 17-21 September, 1984. The theme of the Conference is 'Information for National Development'. Registration forms and copies of the provisional programme are available from the Secretary and from Branches. People Mrs Tendai Makura has left her post as Librarian at the Ministry of Agriculture in order to accompany her husband in his new posting as Zimbabwe's Ambassador to India. We wish them both success in their new responsibilities. Mr Robin Doust, Librarian at Bulawayo Public Library will be going on a year's study leave in September in order to take an MA in Librarianship at University College, London. Mrs Esi Honono, MA, MLS was appointed Librarian/Consultant at the Zimbabwe Institute of Development Studies with effect from 1 September, 1983. Mrs Honono comes to Zimbabwe with a wealth of experience, her most recent appointments being as lecturer in the Department of Library Studies at the University of Botswana, and Reference Librarian at the University of Dar es Salaam. Miss Gloria Mbofana, BA was appointed Librarian III at United College of Education with effect from 1 January, 1984, replacing Mr jasper Kambarami who left librarianship to join the Pearl Insurance Company.
