Hillingdon Voluntary Sector Health & Social Care Forum (VSH&SCF) Monday 11 th October 2010 10am – 12pm @Bailey Hall, Christ Church, Uxbridge MINUTES Part 1: 1 – The Chair for the meeting (FM) welcomed members to the meeting and introduced the guest speakers, gave apologies and then invited members to introduce themselves. The minutes of the meeting were found to be a true record of proceedings. 2 – CH distributed two briefings from Hillingdon LINk, the first reporting on EU General Practitioners (GPs) Practicing in the UK and the second providing an update on NHS reconfigurations in North West London. - Ann Chad has resigned as Forum Chair for personal reasons. CH wished her well and thanked her for her work on behalf of the VSH&SCF. Election procedures will begin prior to the next forum meeting. - Margaret Dolan is leaving Harlington Hospice, June Marskell is the new contact – jmarskell@harlingtonhospice.com. CH thanked Margaret for her contribution and wished her every success in the future. - Update from Tony Snell’s Presentation – Robert Creighton from Ealing PCT is the new CEO of Hounslow, Hillingdon and Ealing Cluster. - The next NHS Hillingdon Board will be on Tuesday 30 th November following a previous cancellation. - Spaces are available on the Introduction to Public Law training on the 16/11/10 and distributed a flyer about upcoming Active Citizens training. - HAVS Web Portal is now live on either www.havs.org.uk or www.hilllingdonconnected.org.uk and members are able to forward any information, event details or updates to CH to put on the site. Members are also able to have their own web space on the site. Members also agreed to extend an invitation to Andrew Carpenter, Regional Coordinator of the National Brokerage Network and Sarah Owens at the LBH Safety Team to provide the Forum with details of their work. 3 – Workplan Update will be available on the HAVS Web Portal. 4 - Pam Nash: Key Messages about the Joint Strategic Needs Assessment (JSNA) (ITEM CHANGED DUE TO GUEST SPEAKER’S FAMILY ILLNESS) DEMOGRAPHIC DATA IS KEY! It is important to keep data on those you are supporting and your volunteers. Information needed: Who are they? Where do they live? If they are volunteers, do they also work? What are the needs of the people you are supporting? Is there a higher demand from certain areas of the borough? Certain communities? (old / young, male / female etc). Need to consider what information you would need to commission a service – this is the type of information required for the JSNA. Groups are asked to encourage and support their members to complete the census (which will take place on the 27 th March 2010) as this is a true opportunity to capture a snapshot picture of our residents and is how central government decide on the future level of funding allocated to areas. KL raised a concern that the completion of the Census is not accessible to those with learning difficulties and so support needs to be put in place to ensure they are able to participate. Members have requested that PN is re-invited to attend the Forum. Update from Gary Collier Re: Adult Social Care, Health & Housing Department - Spending Review anticipated cuts were 15% net & 25% gross, however, the actual cuts were 18% net & 28% gross. This is 3% higher than expected. The Joint Commissioning budget is also not ring-fenced. - Local Authorities are moving towards becoming enablers and facilitators instead of providers. - Decisions on the new Compact with the voluntary sector will be made at the November Cabinet (which is the same date as decisions on Community Resources funding). Any decisions made will have a one week cooling off period and if they are not called in (for review by one of the scrutiny committees) by an elected member, then the decision will come into effect immediately thereafter. - GC has strongly emphasised that LBH are trying to protect frontline services as much as possible but can’t do this completely. They are not going to ‘slash and burn’ but will be looking more closely at some services. Services may be recommissioned (with or without changes) and some will be decommissioned. - No internal review will now take place (so no need for questionnaire redesign), instead will look at a couple of areas where there are opportunities to make efficiencies across particular subject areas. LBH will work with providers to identify ways to ensure services operate more efficiently. “We don’t have the same level of funding so will have to do things differently. If we don’t do this now then it will get worse. Organisations need to adapt or they will go – they need to think smarter and there needs to be more consortia”. Beverley Grayley, LBH: Changes to the Taxicard Scheme (See presentation) There will be a budget shortfall of £15,500 in Hillingdon if action is not taken to reduce the projected overspend on the Taxicard scheme and introduce budget control proposals. Any comments made by the Forum will be taken to the Transport & Environment Committee on 11/11/10. No formal opportunity to consult is available. Implementing these options means £4,068 saving.
