Proposed <strong>Revisions</strong> to Vehicle <strong>Emission</strong> <strong>Standards</strong><br />
countries like India where all the new vehicles after one year are required to present<br />
themselves <strong>for</strong> inspection every 3 months.<br />
The purpose <strong>of</strong> in-use vehicle emission inspection is to identify and repair the gross<br />
polluters as it is <strong>of</strong>ten said that 20 to 30 percent bad vehicles contribute 70 to 80 % <strong>of</strong><br />
total vehicular pollution. More frequent emission inspection needs a very large number <strong>of</strong><br />
inspection centers in a large city with high vehicle population. To monitor functioning <strong>of</strong><br />
a large number <strong>of</strong> inspection centers so that the emission inspections are done correctly<br />
and fraudulent practices are not resorted to, requires a very well organized and<br />
technically skilled supervisory government/neutral body. In practice, it has been found to<br />
be very difficult. In Table-19 frequency <strong>of</strong> emission inspection followed in EU and some<br />
other countries are given.<br />

8.1 Factors Influencing <strong>Emission</strong> Limits<br />
The following factors among others may be kept in view when arriving at<br />
recommendations <strong>of</strong> future emission standards in <strong>Bangladesh</strong>;<br />
(i) Contribution <strong>of</strong> vehicle emissions to air pollution and its impact on air quality<br />
in urban areas,<br />
(ii) Contribution <strong>of</strong> different categories <strong>of</strong> vehicles to total emissions,<br />
(iii) Available fuel quality and plans <strong>for</strong> its upgradation,<br />
