New research on risk taking and the teenage brain offers some answers. In studies at Temple University, psychologists used functional magnetic resonance imaging scans on 40 teenagers and adults to determine if there are differences in brain activity when adolescents are alone versus with their friends. The findings suggest that teenage peer pressure has a distinct effect on brain signals involving risk and reward, helping to explain why young people are more likely to misbehave and take risks when their friends are watching… The Latin American Herald Tribune (DC) ‘Hispanic Group Urges Reform of Juvenile Justice System’ – February 4, 2011 http://www.laht.com/article.asp?ArticleId=385915&CategoryId=12395 The National Council of La Raza, the country’s largest Hispanic civil rights organization, urged the U.S. Congress Thursday to reauthorize the 1974 Juvenile Justice and Delinquency Prevention Act to ensure greater fairness for young people caught up in the system. Some 18,000 Hispanic youth are in U.S. jails, prisons and detention centers, according to estimates by the NCLR, which claims that young Latinos endure “harsher treatment” than their white counterparts who commit the same crimes… Top Stories – Models for Change Mentioned JJDPC Addresses Diversion The Newsletter of The Pennsylvania Juvenile Court Judges’ Commission Volume 19, Number 1 January 2011 http://www.jcjc.state.pa.us/portal/server.pt/community/jcjc_community/5030 The Juvenile Justice and Delinquency Prevention Committee (JJDPC) of the Pennsylvania Commission on Crime and Delinquency, which advises the Commission on the distribution of federal and state juvenile justice dollars, recently established a Diversion Subcommittee to promote the creation of pre-adjudication diversion programs and county-wide policies designed to hold non-violent youth accountable without proceeding to an adjudication of delinquency. This subcommittee was originally created as part of the MacArthur Models for Change initiative and was primarily focused on ensuring that youth with mental health needs would not become unnecessarily involved in the juvenile justice system. The focus has since expanded to address the gamut of diversion scenarios, but mental health cases still warrant special consideration. Diverting these youth will have considerable impact on communities and service providers as 70% of youth in the juvenile justice system meet the criteria for mental disorders1. Studies have confirmed that diverting youth with mental health needs to community-based treatment programs is effective and cost efficient. Often youth with mental health issues do not get 9
