3. The U.S. and Canadian Response to the Boutaire High School Massacre
In 2001, the Rwandan government indicted the seven former Interhamwe militia
members who committed the Boutaire High School Massacre, including Mr. Rutaganda, and
asked the Canadian government to extradite him in order to stand trial for 275 counts of
murder. 14
Canadian officials refused to extradite Mr. Rutaganda and also refused to prosecute
him in its domestic courts. 15
After Canadian officials again refused the extradition request,
INTERPOL issued a Red Notice on Mr. Rutaganda. 16 ER. The Canadian government still
