Introductory note<br />
Evaluation of <strong>WFP</strong> Enabling Development Policy<br />
DRN, ADE, BAASTEL, ECO and NCG<br />
During the field survey, the EDP Evaluation Mission, consisting of four reporting members, split<br />
up in two travelling working groups, one of whom headed North, the other South. Before<br />
embarking for the Field Survey and after their return the two teams held interviews, collected<br />
information and data, participated in general-EDP related discussions, programme and project<br />
presentations, jointly but also separately of each others.<br />
The sites visited were arranged with the logistic support of <strong>WFP</strong> and included both current and<br />
phased-out projects of <strong>WFP</strong> to get an overall picture and understanding of their <strong>country</strong><br />
programme. Some adjustments were also made in the field and <strong>WFP</strong> officials accommodated the<br />
mission’s needs in terms of evaluation. For instance, during the visit to the Rajshahi Division, in<br />
Kurigram, a group of women was interviewed who turned out not to be eager to take loans from<br />
the respective NGOs. They were effectively excluded from the programme. This unscheduled<br />
visit was very helpful in understanding the risks faced by the ultra-poor and therefore their<br />
reluctance to take loans. The need for alternatives in terms of other types of employment - not<br />
just self-employed - became evident. In a similar way, a group of VGD women was met in<br />
Rangpur, who had graduated to BRAC membership, took loans, which were utilized properly,<br />
and they were doing well In yet another unscheduled visit a complaint was received by a group of<br />
women who were involved in road rehabilitation under FFA, although this had not been planned,<br />
originally. The Chairman of the concerned Union was contacted, and the problem discussed.<br />
