Overview <strong>of</strong> the 2013 POCDMore than seventy-five yearsago, the <strong>Town</strong> <strong>of</strong> <strong>Sherman</strong> wasthe first Connecticutmunicipality to adopt zoningregulations. The purpose wasto establish rules andprocedures that would allowresidents to use their property,and the <strong>Town</strong> to grow, withoutchanging the attractivecharacter <strong>of</strong> the <strong>Town</strong>.That initiative and itssuccessors have beendemonstrably successful.<strong>Sherman</strong> today, thoughconsiderably more populous,retains its rural character.It is, in addition, economicallyhealthy, environmentallysound, and well provided withtown services.Protect the Rural CharacterThe premise that the <strong>Town</strong> <strong>of</strong> <strong>Sherman</strong> is, wishes to remain, and will remain a ruraltown is consistent with the previous POCD <strong>of</strong> 2001. As a rural town, <strong>Sherman</strong> ischaracterized as having a clearly defined town center wherein commercial andmunicipal services are located; low population density; no industrial activity; limitedcommercial activity; substantial areas devoted to forestation, agriculture, and openspace; country roads; preservation <strong>of</strong> barns and other historic structures; protection <strong>of</strong>scenic vistas and other scenic resources, recreational areas, and natural features; andno use <strong>of</strong> sewers, <strong>of</strong>fsite sewage treatment facilities and public water systems. Thisrural town concept is compatible with the planning <strong>of</strong> the State <strong>of</strong> Connecticut, HVCEO,and the demands placed on the <strong>Town</strong> as part <strong>of</strong> two major public water supplywatersheds.Continue to Implement the PlanLand Use Commissions are in agreement that their goals are “to preserve the ruralcharacter <strong>of</strong> the <strong>Town</strong>”. Much has been accomplished since the last POCD to achievethese goals. For example, the <strong>Town</strong> recognized the need for open space. The <strong>Sherman</strong>Land Acquisition Fund Advisory Board (SLAFAB) was created in 2004 to develop adefinition <strong>of</strong> “open space,” categories to aid in planning for open space, and criteria forthe selection <strong>of</strong> sites appropriate for open space.Happy Acres Farm, Munch Meadows and the <strong>Town</strong>er Hill property are significantpurchases made to preserve the <strong>Town</strong>’s rural nature. Munch Meadows (4.6 acres) waspurchased in July 2006, <strong>Town</strong>er Hill (80 acres) in December, 2008, and Happy AcresFarm (79 acres) in May, 2010. To further its rural character, a Scenic Road Ordinancewas passed in 2005 with the goal <strong>of</strong> maintaining and preserving the <strong>Town</strong> roads’natural features.Manage Residential DevelopmentOne cornerstone principle <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Sherman</strong>’s planning for residentialdevelopment is that every building lot must be able to meet the water supply and septicdisposal needs <strong>of</strong> the uses to which it is put, on-site and in perpetuity. In 2006, fouracrezoning was passed assuring increased lot size in a significant portion <strong>of</strong> <strong>Town</strong>.Nonetheless, on-site water supply and septic disposal have limited the range <strong>of</strong> housingalternatives available within the <strong>Town</strong>. Accessory Apartments have historically met theneed for affordable housing. A Housing Commission was formed to pursue housingalternatives.
