Content of the PlanThe (Name of Hospital ) Preparedness Plan contains strategies <strong>and</strong> activitiesthat the hospital will carry out to build <strong>and</strong> enhance its capacity to respond toemergency or disaster, whereas its Response Plan lays down the strategies<strong>and</strong> activities in utilizing hospital resources for effective <strong>and</strong> effi cient responseduring an emergency or disaster. Policies, protocols, guidelines <strong>and</strong> procedurespertaining to various emergency management systems for more effi cient responseare included. The third plan, the Recovery or Rehabilitation Plan containsthe strategies <strong>and</strong> activities in mainstreaming <strong>and</strong>/or restoring the facility <strong>and</strong> itsservices back to its prepared position for any forthcoming eventuality.The (Name of Hospital) <strong>Health</strong> <strong>Emergency</strong> Preparedness Response <strong>and</strong> RecoveryPlan contains the inventory of its internal <strong>and</strong> external resources, in the formof inventory lists <strong>and</strong> directories, in the context of human resources, logistics,fi nancial sources, existing systems <strong>and</strong> services. These are all in the annexes ofthe plan.Scope of the PlanThis Plan shall be implemented by (Name of Hospital) together with, but not limitedto, all the members of the health sector concerned with emergency or disastermanagement in the catchment area.III. GOALS AND OBJECTIVESWrite a statement of the purpose of the plan from broad to more specifi c perspectives.A hierarchy of the intent is described through goals <strong>and</strong> objectives. Well-writtenobjectives are simple, measurable, attainable, realistic <strong>and</strong> time-bound (SMART).Goal:EXAMPLE: GOAL AND OBJECTIVESTo enhance the hospital’s capacity for prompt <strong>and</strong> effective attendance to thelargest possible number of people requiring medical <strong>and</strong> health care in a healthemergency or disaster ultimately reducing mortality, morbidity <strong>and</strong> disability <strong>and</strong>promoting their recovery.Objectives:• To provide policy for effective response to both internal <strong>and</strong> external disastersituations that will affect the operation of the hospital <strong>and</strong> its staff, patients<strong>and</strong> the community.• To identify the hospital’s capability to h<strong>and</strong>le mass casualty.• To identify responsibilities of individuals <strong>and</strong> departments in a disaster situation.• To identify St<strong>and</strong>ard Operating Guidelines for emergency activities <strong>and</strong>responses.73
