Securing Ireland’s future in the internati<strong>on</strong>al research communityExcellence and impact in the humanitiesThe Irish Humanities Alliance welcomes the opportunity <strong>to</strong> comment <strong>on</strong> thedevelopment of a new nati<strong>on</strong>al research strategy. The humanities make a decisivec<strong>on</strong>tributi<strong>on</strong> <strong>to</strong> Ireland’s internati<strong>on</strong>al reputati<strong>on</strong> and merit a central place in ourfuture research plans. Given that research plays an ever more important part in thedevelopment of informed and resilient societies, there is an urgent need <strong>to</strong> reaffirmIreland’s commitment <strong>to</strong> c<strong>on</strong>tinued excellence in the full range of humanitiesdisciplines. In this document we set these questi<strong>on</strong>s in c<strong>on</strong>text and offer a series ofkey recommendati<strong>on</strong>s.1. The humanities as a research domain: a major nati<strong>on</strong>al assetIreland’s internati<strong>on</strong>al reputati<strong>on</strong> for research excellence depends very substantially<strong>on</strong> the humanities. Successive rankings have placed humanities disciplines in thehighest bracket internati<strong>on</strong>ally, c<strong>on</strong>sistently well ahead of subject areas which haveaccess <strong>to</strong> much higher levels of funding. In this c<strong>on</strong>text, the return <strong>to</strong> Ireland <strong>on</strong> itsinvestment in humanities subjects has been outstanding. A key challenge forIreland’s new nati<strong>on</strong>al research strategy is <strong>to</strong> identify and implement measureswhich will allow the humanities community <strong>to</strong> build <strong>on</strong> these achievements.Educati<strong>on</strong> and research in the humanities also have an extensive impact <strong>on</strong> theec<strong>on</strong>omy. Ireland’s future ec<strong>on</strong>omic development in a range of key sec<strong>to</strong>rs, includingnotably <strong>to</strong>urism, will depend <strong>on</strong> maintaining a flourishing humanities communityand we advise more systematic m<strong>on</strong>i<strong>to</strong>ring of the c<strong>on</strong>tributi<strong>on</strong> of the humanities,similar <strong>to</strong> other EU member states.The Irish Humanities Alliance welcomes the strategic place which research now hasin public planning in Ireland and urges that the role of the humanities be more fullyrecognized and embedded in our nati<strong>on</strong>al research strategy.First and foremost, a clear statement of support for research in the humanities as anati<strong>on</strong>al policy commitment is urgently required. Ireland currently lacks an explicitinstituti<strong>on</strong>al and policy framework for support of research in the humanities. Theabsorpti<strong>on</strong> of the IRCHSS in<strong>to</strong> the Irish Research Council means that Ireland is at astrategic disadvantage vis-à-vis other EU member states, whose policy statements asa matter of course make explicit commitment <strong>to</strong> the humanities in advancingnati<strong>on</strong>al research priorities. In France, for example, the humanities (al<strong>on</strong>g with thesocial sciences) have been fully integrated in<strong>to</strong> nati<strong>on</strong>al research planning since the1980s, and are identified as a key nati<strong>on</strong>al research domain. In the UK, the mostrecent review of research support has str<strong>on</strong>gly reaffirmed the place of a separateand independent research council for the arts and humanities, thus guaranteeingthese disciplines due public visibility and support. In smaller EU member states also,the distinctive research significance of the humanities is recognized through theprovisi<strong>on</strong> of funding <strong>on</strong> the part of independent research councils.
