Facilities properly equipped with the equipment and instruments appropriatefor the type and range of inspections under accreditation as minimum.3.1.3. Employ the suitable and qualified technical and administrative staff in theinspection body (see 4.1 also).3.2 For commercial private inspection bodies, the IB must posses a professionallicense from the Department of Economic Development and registered tooperate in Dubai under Local Order 52/1990 and must have passed theadequacy and compliance audits as per the <strong>req</strong>uirements of the local order.Inspection Body shall obtain Environmental clearance (No ObjectionCertificate) from the Environment Protection and Safety Section in theEnvironment Department before starting their initial operation.3.3 The Inspection Methods to be accredited must be included in the official list oftests submitted by the inspection body (Local Order 52/1990 DM Form 4).3.4 The Inspection body shall operate in accordance with the <strong>req</strong>uirements ofISO/ IEC 17020:1998 and the relevant standard of inspection and testmethods according to which it would be accredited as well as the TechnicalGuidelines 41 issued pursuant to the Local Order 61: 1991.3.5 The Inspection Body shall prepare work program for its activities with af<strong>req</strong>uency suitable to its nature of work.3.6 The Inspection Body shall have clear rules for the fees charged for theInspection Services and for the issuance of the Certificate; and the terms ofpayments for each. Fees charged by Inspection Body shall be for theInspection Services and not for the sake of issuing a Certificate; the fee shallbe chargeable even if a certificate is withheld.4 SPECIFIC CRITERIA OF COMPETENCE4.1 Requirements for Technical Competence of Staff4.1.1 The inspection body shall use personnel to carry out inspections of liftingequipment who have the qualifications, training, experience and knowledge ofthe <strong>req</strong>uirements of the inspections to be carried out. The inspection bodyshall maintain records of such qualifications, training and experience, andrecords to show how and when, each personnel was authorized to performspecific in-service inspection activities, the scope for which he is authorizedand the sample of his signature.
