Represents the propaganda department thatworked to support Stalin’s image; themembers of the department would use lies toconvince the people to follow Stalin.Boxer A dedicated but dimwitted horse who aids inthe building of the windmill but is sold to aglue-boiler after collapsing from exhaustion. Represents the dedicated, but trickedcommunist supporters of Stalin. Many stayedloyal even after it was obvious Stalin was atyrant.
