INSURANCE/RISK MANAGEMENTThe City of <strong>Philadelphia</strong>’s Risk Management Division is responsible for making and implementing decisionsthat will minimize the adverse effects of accidental or fortuitous loss on the City. In carrying out itsresponsibilities, the Risk Management Division requires the cooperation of all City departments and agenciesto provide information for risk identification and analysis. The Risk Management Division is responsible for therisk assessment and possible prevention of bodily injury or property loss that may arise during the filmingprocess. This includes the review of City-owned sites to identify potential hazards that may impact the healthand safety of the film production staff, occupants and/or visitors of those sites. Additionally, Risk Managementendeavors to ensure the safety of city workers and members of the public who may participate or be presentduring the production of the film.The Risk Management Division is also responsible for the evaluation and approval of the indemnification andinsurance provisions of contracts prior to execution. Ordinarily, a production company planning to film in<strong>Philadelphia</strong> will need to provide evidence ofGeneral Liability insurance at minimum limits of $1 million per occurrence, Auto Liabilityat minimum limits of $1 million per occurrence, combined single limit and WorkersCompensation and Employers Liability insurance at limits of $100,000 each accident/$100,000 each employee/$500,000 policy limit. However, film & video projects usingspecial effects or stunts and the like will require a preproduction meeting to determinetheir required level of insurance.On each insurance certificate, the following wording should appear:The City of <strong>Philadelphia</strong>, its officers, employees, agents, boards and commissions, and the <strong>Greater</strong><strong>Philadelphia</strong> <strong>Film</strong> <strong>Office</strong> and its officers, directors, employees and agents, are to be named as additionalinsurers on the General Liability, Automobile Liability, Excess Liability and the Aviation Liability Insurancepolicies described below. Also, an endorsement is required stating that the coverage afforded the City and itsofficers, employees, agents, boards and commissions, and the <strong>Greater</strong> <strong>Philadelphia</strong> <strong>Film</strong> <strong>Office</strong> and itsofficers, directors, employees, and agents, as additional insurers, will be primary to any coverage available tothem.The address that should appear on the certificate is as follows:City of <strong>Philadelphia</strong>Risk Management DivisionOne Parkway Building1515 Arch Street, 14th Floor<strong>Philadelphia</strong>, PA 19102The <strong>Film</strong> <strong>Office</strong> can provide you with a list of qualified brokers.LAW DEPARTMENTThe Law Department is responsible for the negotiation, preparation and approval of all leases, licenses andcontracts in which the City of <strong>Philadelphia</strong> is a party.An agreement with the City is required for any filming in or on, or use of, City streets orCity-owned or occupied property. The agreement, which may permit the use of City streets or property and/orgrant the right to construct at a specific site, must be executed prior to shooting. The agreement will requireinsurance. The types and limits of insurance coverage will be determined on a project-by-project basis by theCity’s Division of Risk Management. The agreement will also require that the production company indemnify,defend and hold the City harmless from any claims or liabilities that may arise during shooting.
