Deregulationis a vital microeconomicreform, and I look forward toapplying myself to this task.’ALUMNUS APPOINTED TO UGANDANCONSTITUTIONAL COURTJustice Professor Lillian Tibatemwa-Ekirikubinza(1986 Commonwealth Scholar from Uganda,LLM Commercial Law, University of Bristol) wasappointed a Justice of the Uganda ConstitutionalCourt/Court of Appeal in July 2013. Lillian was thefirst female Professor of Law in the East Africanregion, and the first female Deputy Vice-Chancellorof Makerere University, Uganda.Lillian has published three books that are in usein East African law schools. ‘I have examined theinteraction between law and legal institutions andnon-legal social institutions, such as culture, andsocial factors,’ said Lillian. ‘The work links the lawwith the socioeconomic and cultural milieu, offeringan invaluable critique of the law from a lived realityperspective. It presents important lessons for lawreform and development.’DELIVERING URBAN DESIGN QUALITYAntoine Zammit (2004 Commonwealth Scholarfrom Malta, MSc Development and Planning: Town& Country Planning, University College London) hasrecently been awarded a PhDin urban design in Malta byUniversity College London,his former host institution.Examiners praised his thesisas an ‘immaculate piece ofwork’.Antoine’s thesis takes Maltaas a case study and questions Dr Antoine Zammit,the role of development 2004 Commonwealthcontrol in delivering urban Scholar and recentdesign quality. ‘My aim was PhD graduateto determine the possiblerelationship between theplanning process and thequality of urban design outcomes on the ground,and provide recommendations to stimulate arethinking of planning practice,’ he explained.Antoine is the Founding Architect of Malta-basedpractice Studjurban and a Lecturer at the Departmentof Spatial Planning and Infrastructure, University ofMalta.IMPROVING KIDNEY HEALTHCARE IN RURALINDIADr Sanjay Vikrant (2010 Commonwealth AcademicFellow from India, Nephrology, Queen ElizabethHospital, Birmingham) is using the advancednephrology training he received during hisFellowship to deal with critically-ill patients. Sanjayis Head of the Department of Nephrology at IndiraGandhi Medical College, India, which is developingits own kidney transplant programme.Since his return, Sanjay has acquired new equipmentand carried out in-house training to make newpractices integral to the clinical services offered atthe hospital, which servesa state with a population of6.8 million people.
