<strong>ISO</strong>/<strong>IEC</strong> <strong>CD</strong> <strong>11179</strong>-1A.4 <strong>Data</strong> element registry and registrationA group appointed the responsibility for registering data elements is called a "Registration Authority." A RA:• assigns a unique identifier• assures that all required metadata attributes are documented• assigns a status level depending upon the metadata quality and degree of integration.The RA is appointed to be responsible for a universe of discourse. This universe may be as narrow as anorganizational sub-unit within a company, or as wide as an entire industry or nation. The RA is responsible for theregistration of any data element considered shareable within the universe of discourse for which it is appointed.There will be a hierarchy of Registration Authorities, each responsible for a larger universe than its subordinateRegistration Authorities. Registration Authorities may be created at a higher level when there is a need to share dataelements across two or more Registration Authorities at a lower level. The lower level then becomes the SubmittingOrganization for registration at the higher (with a broader universe of discourse) RA.The RA documents the descriptions of data elements for which it is responsible in a Registry.
