1. PURPOSE AND REQUIREMENTSa. Purpose. This Review Plan (RP) defines <strong>the</strong> scope and level <strong>of</strong> peer review <strong>for</strong> <strong>the</strong> single purpose<strong>New</strong> <strong>Jersey</strong> <strong>Beneficial</strong> <strong>Use</strong> <strong>of</strong> <strong>Dredged</strong> Mater.ial <strong>for</strong> <strong>the</strong> <strong>Delaware</strong> River Feasibility Study.b. Requirements. This review plan was developed in accordance with EC 1165-2-214, whichestablishes an accountable, comprehensive, life-cycle review strategy <strong>for</strong> Civil Works products byproviding a seamless process <strong>for</strong> review <strong>of</strong> all Civil Works projects from initial planning throughdesign, construction, and operation, maintenance, repair, replacement and rehabilitation(OMRR&R). The EC outlines four general levels <strong>of</strong> review: District Quality Control/Quality Assurance(DQC), Agency Technical Review (ATR), Independent External Peer Review (IEPR), and Policy andLegal Compliance Review. In addition to <strong>the</strong>se levels <strong>of</strong> review, decision documents are subject tocost engineering review and certification (per EC 1165-2-214) and planning modelcertification/approval (per EC 1105-2-412).2. REVIEW MANAGEMENT ORGANIZATION (RMO) COORDINATIONThe RMO is responsible <strong>for</strong> managing <strong>the</strong> overall peer review ef<strong>for</strong>t described in this Review Plan. TheRMO <strong>for</strong> decision documents is typically ei<strong>the</strong>r a Planning Center <strong>of</strong> Expertise (PCX) or <strong>the</strong> RiskManagement Center (RMC), depending on <strong>the</strong> primary purpose <strong>of</strong> <strong>the</strong> decision document. The RMO <strong>for</strong><strong>the</strong> peer review ef<strong>for</strong>t described in this Review Plan is <strong>the</strong> Deep Draft Navigation Planning Center <strong>of</strong>Expertise (DDNPCX). The RMO will coordinate with <strong>the</strong> Civil Works Cost Engineering Mandatory Center<strong>of</strong> Expertise (MCX) to ensure <strong>the</strong> appropriate expertise is included on <strong>the</strong> review teams to assess <strong>the</strong>adequacy <strong>of</strong> cost estimates, construction schedules and contingencies.3. STUDY INFORMATIONDecision Document. The decision document <strong>for</strong> this project will be a feasibility level analysis <strong>for</strong> <strong>the</strong><strong>New</strong> <strong>Jersey</strong> <strong>Beneficial</strong> <strong>Use</strong> <strong>of</strong> <strong>Dredged</strong> <strong>Material</strong> <strong>for</strong> <strong>the</strong> <strong>Delaware</strong> River Feasibility Study. The analysis willcontain <strong>the</strong> plan <strong>for</strong>mulation, and Environmental Assessment and <strong>the</strong> project's economic justification.This document will be approved at <strong>the</strong> HQUSACE level and it will require Congressional Authorization.Study/Project Description. <strong>Beneficial</strong> use <strong>of</strong> dredged material opportunities, using <strong>Delaware</strong> River andtributary maintenance dredged material, are presented <strong>for</strong> <strong>New</strong> <strong>Jersey</strong>. A feasibility study isrecommended relevant to <strong>the</strong> study authority <strong>for</strong> beneficial use <strong>of</strong> dredged material in <strong>the</strong> <strong>Delaware</strong>1
