(3) Abatement by Court Action. If the inspecting <strong>of</strong>ficer shall determine that a publicnuisance exists on private premises but that the nature <strong>of</strong> such nuisance is not such as to threatengreat and immediate danger to the public health, safety, peace, morals or decency, he shall file awritten report <strong>of</strong> his findings with the Mayor, who shall cause an action to abate such nuisance tobe commenced in the name <strong>of</strong> the city.<strong>22</strong>.04 COST OF ABATEMENT. In addition to any other penalty imposed by thischapter for the erection, contrivance, creation, continuance or maintenance <strong>of</strong> a public nuisance,the cost <strong>of</strong> abating a public nuisance by the city shall be collected as a debt from the owner,occupant or person causing, permitting or maintaining the nuisance, and if notice to abate thenuisance has been given to the owner, such cost shall be assessed against the real estate as otherspecial taxes.<strong>22</strong>.05 JUNKED VEHICLES ON PRIVATE OR PUBLIC PROPERTY. (1) Nodisassembled, dismantled, junked, wrecked or inoperable and/or unlicensed motor vehicle shallbe stored or allowed to remain in the open upon public or private property within the <strong>City</strong> <strong>of</strong><strong>Hartford</strong> for a period in excess <strong>of</strong> 48 hours unless it is in connection with an automotive salesand repair business enterprise located in a properly zoned area.(2) Whenever the Police Department shall find any such vehicle placed or stored in theopen upon public property within the corporate limits <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Hartford</strong>, the PoliceDepartment shall cause such vehicle to be removed or stored in a junk or salvage yard or othersuitable place for a period <strong>of</strong> 10 days, unless the Chief <strong>of</strong> Police determines that the cost <strong>of</strong>towing and storage charges for impoundment would exceed the value <strong>of</strong> the vehicle. The PoliceDepartment shall give notification <strong>of</strong> the impoundment <strong>of</strong> the vehicle pursuant to WisconsinStatutes 342.40.(3) Whenever the Police Department finds any such vehicle placed or stored upon privateproperty within the corporate limits <strong>of</strong> the <strong>City</strong>, it shall notify the owner <strong>of</strong> the property uponwhich the vehicle is placed or stored, or the owner <strong>of</strong> the vehicle if ascertainable, <strong>of</strong> the intention<strong>of</strong> the <strong>City</strong> to remove such vehicle. If any such vehicle is not removed within 5 days after suchnotice, the Police Department shall cause such vehicle to be removed, the cost <strong>of</strong> removal to becharged to the property owner from which it is removed, and if unpaid the charge shall beentered as a special charge on the tax roll. Upon removal the vehicle shall be stored in a junk orsalvage yard or other suitable place for 10 days and the owner and lien holders shall be notified<strong>of</strong> its whereabouts pursuant to Wisconsin Statutes 342.40. At the end <strong>of</strong> 10 days, the vehicleshall be disposed <strong>of</strong> by auction, sale or junking as determined by the Chief <strong>of</strong> Police. If thevehicle is claimed by the owner, all reasonable charges for handling and storage shall be paid bythe owner.(4) In addition to the payment <strong>of</strong> storage and towing charges as determined in Chapter 42<strong>of</strong> the Municipal Code, any person who is convicted <strong>of</strong> a violation <strong>of</strong> this section shall be subjectto the penalties provided in Chapter 42 <strong>of</strong> the municipal code. (SECTION <strong>22</strong>.05 AMENDED2/9/93--ORDINANCE NO. E-234; AMENDED 6/11/96--ORDINANCE NO. E-335)<strong>22</strong>.06 LOUD NOISES PROHIBITED. (1) General. No person shall unreasonablydisturb the peace and quiet <strong>of</strong> any other person by making or causing to be made anyunnecessary and excessive noise. Unnecessary and excessive noise shall include, but shall not belimited to, loud shouting, whistling, loud playing <strong>of</strong> phonographs, radios, television sets, musicmachines or musical instruments, or any other noises such as may tend to annoy or disturb a<strong>22</strong>-5
