After a <strong>com</strong>petition among manyrenowned architects, Arif Masood's plan was selected for the final design. Theblooming flower shape of the monument represents Pakistan's progress as a rapidlydeveloping country. The four main petals of the monument represent the fourprovinces ( Balochistan, Khyber-Pakhtunkhwa, Punjab, and Sindh), while the threesmaller petals represent the three territories ( Gilgit-Baltistan, Azad Kashmir and theFederally Administered Tribal Areas). The central platform is made in the shape of a five-pointedstar which is surrounded by a water body. A metallic crescent surrounding the star is inscribed with sayings ofMuhammad Ali Jinnah and poetry of Allama Iqbal.The monument is located at the west viewpoint of the Shakar Parian Hills, and is spread over a total area of 2.8hectares. The high location makes the monument visible from across the twin cities of Islamabad and Rawalpindi.The stone was laid on 25 May 2004 and the <strong>com</strong>plex was <strong>com</strong>pleted by the end of 2006 for inauguration on 23March 2007.
