Communications Unit Leader (COML) courses have been offered andconducted. Pocket Guides for quick reference on radio usage have been developed anddistributed statewide to the end-users. In addition, regional full-scale exercises, toinclude agencies from bordering (intra-State) counties and bordering States, continue tobe conducted on a periodic basis. West Virginia is developing a system to documentcommunications capabilities via after action reports during real-life incidents and events.The State will continue yearly National Incident Management System (NIMS) complianttraining programs and exercises.Additional work remains to address training and exercise needs in the future.Specifically, West Virginia does not currently have a centralized training center thatdevelops and manages training courses and a list of certified instructors does notcurrently exist to offer training courses at the local level. The number oftimes interoperability is required for incidents varies greatly across the State of WestVirginia from year to year. The most frequent need for interoperability occurs duringmajor weather events. Outreach efforts bring interoperability information to WestVirginia’s public safety community, elected officials, and other stakeholders such asprivate and non-profit partners.Outreach and information sharing has been identified as an opportunity forimprovement, primarily due to a shortage of dedicated staff to carry the weight ofoutreach and information sharing efforts.
