With 2,705 recorded crimes this is the lowestrecorded level of crime for any quarter since 01 April 2006.The detection rate for all crimes and offences for <strong>Quarter</strong> 3 at 65% is 5% higherthan that in the same period last year and likely to improve as there are crimesand offences still under investigation.For the financial year to 31 December 2007 a total of 8,436 crimes and offenceshave been recorded in Moray Division compared to 9624 for the same period lastyear a decrease of 12.3%. Not Protectively MarkedGROUPS 1 to 4 CRIMES AND OFFENCESThe table and graph shows the number of crimes and offences recorded and detected inGroups 1 to 4 in the Moray for each quarter of the <strong>Financial</strong> Year 2006/2007 up to andincluding the third quarter of 2007/2008. 20.4% decrease in Group 1 to 4 crime compared to the third quarter of 2006/2007and for first three quarters of this financial year recorded Group 1 to 4 crime inMoray Division is 10.8% lower than that recorded in the same period last yearcompared to a reduction of 5% at the end of last quarter. The 3rd quarter of 2007/2008 has seen the lowest level of recorded Group 1 to 4crimes of any quarter since 01 April 2006. The detection rate at 31.4% this quarter is 1.8% higher than that recorded in<strong>Quarter</strong> 3 2006/2007. The detection rate for the financial year to date 2006/2007 was 30.5% comparedto 32.2% for the first three quarters of this year.Not Protectively Marked 5

The three areas which have shown the biggest decrease are carcrime in particular theft of motor vehicles, domestic housebreaking and vandalism. The current detection rate for <strong>Quarter</strong> 3 2007/2008 is 27% which is 4% above thatrecorded in the same period last year.The individual crime classes are dealt with in more detail later in this reportMoray Division, for crime recording and overall supervision, is split into what is referred toas Inspector areas where a Police Inspector is responsible for the day to day running ofthe respective areas. Not Protectively MarkedSERIOUS AND VIOLENT CRIMEThe following graph and table shows the statistics for recorded and detected priorityserious and violent crime for the Moray Division for the each <strong>Quarter</strong> of the financial year2006/2007 up to third quarter of 2007/2008.A decrease of 4 recorded priority serious and violent crimes this quarter comparedto the same quarter last year and for the financial year to the end of December2007 there is currently a 36.5% increase on last years recorded crime figures.The above figures for <strong>Quarter</strong> 3 of 2007/2008 are further broken down into each of thecrime categories.No Murder or Attempted Murders were recorded in the Division in the past quarter.11 Serious assault charges recorded which is an increase of 1 on the samequarter last year. Serious Assault crimes this quarter were spread throughout theDivision with the Elgin area recording the most with 4. The Detection rate forserious assault charges for this quarter is 90.9%. For the financial year to the endof December 2007 32 serious assault charges have been recorded with an 84.4%detection rate compared to 26 for the same period last year with an 80.8%detection rate.4 Assault and Robbery charges recorded this quarter in the Division, two of whichwere detected. This is the same level as that recorded in <strong>Quarter</strong> 3 last year. Forthe FYTD 2007/2008 10 assault and robberies have been recorded compared to 6for the same period last year. The FYTD detection rate this year is 70% up from33.3% last year.2 Rape and 2 assault w.i. to ravish charges recorded in the Division for thisquarter with a 100% detection rate. 16 rape charges recorded in the Division thisfinancial year with a 93.8% detection rate. 5 assault w.i. to Ravish chargesrecorded with a 40% detection rate.Not Protectively Marked 8

Supply quantities of heroin valium and cannabis resin were seized. A total of 22 Drug Search warrants were executed in Moray Division in the pastquarter of which 12 yielded a positive result where drugs were seized which is asuccess rate of 55%. There has been no drugs related deaths recorded in Moray Division this quarterand there has been a total of three drug related deaths in Moray since 01 April2007. Not Protectively MarkedThe third quarter of 2007/2008 has seen a reduction of 18 recorded crimes overthe same period last year and for the financial year there is a reduction of 42% inrecorded domestic housebreaking in the Division.The overall detection rate for the FYTD is at 19.3% compared to 24.2% last year.Of the 26 recorded crimes of domestic housebreaking in the three month period14 had property stolen. The area recording the most domestic housebreakingthis period was the Lossiemouth Inspector area which recorded 54% of this crimetype. This was due to an identified series of housebreakings in the Fochabersarea in November and December 2007. Not Protectively MarkedCAR CRIMECar crime is broken down into the categories of:- Unlawful Removal Attempted Unlawful Removal of motor vehicle Theft by OLP from motor vehicles OLP with intent of motor vehicles Attempted OLP with intent of motor vehicles Theft from motor vehicles.The following table and graph shows the total number of car crime recorded on quarterlybasis for each quarter of the financial year 2006/2007 and the first three quarters of thisyear.<strong>Quarter</strong> 3 2007/2008 has seen a 44% decrease in the car crime in the Divisioncompared to the same quarter last year. The detection rate has also increased by20.1%. The level of car crime for the financial year to date has seen 56 fewer carcrimes being recorded than the same period last year.31 of the 67 recorded crimes relate to theft or attempted theft of motor vehicleswith a detection rate of 61.7%. Not Protectively Marked2 of the 43 persons reported for this type of offence were of Eastern Europeanorigin and this is a reduction of 4 on the previous quarter figures.The only Inspector areas showing an increase in drink driving offences this quartercompared to the same quarter last year is Elgin.Only two of the persons reported for drink driving offences this quarter wereunemployed and a high proportion of the persons reported would have required adriving licence in their employment. Not Protectively MarkedCRIME REDUCTIONThe following are the main crime reduction initiatives held during the thirds quarter of thisfinancial year.• Safer Scotland Warrants Operation – Five day operation in October duringwhich 26 warrants were cleared of which 9 were Safer Scotland Warrants.• Safer Scotland Knife Initiative – Between 01 to 19 October 2007 bins situatedat Elgin, Buckie, Forres and Keith Police Offices collected 189 Knives as partof the initiative.• Community Warden Home Security Awareness Training – all currently activeWardens were given training at a vacant Council house in home security.• Operation Star - Patrols this year ran from 1 December until the 22December and were primarily undertaken by the Retail Crime Officer. Thissaw the number of reported shopliftings reduce from 23 during the sameperiod last year to 15 this year.• Safer Scotland - Phase 2 'Alcohol Fuelled Violence' ran from 3 Decemberuntil 24 December and focused on, enforcement of local bye laws in respectof the consumption of alcohol, the illegal purchase of alcohol, visits tolicensed premises and seizures. As a result Moray detected more offencesand carried out more visits to licensed premises than any of the otherlandward Division in the Force and seized more alcohol than anywhere elsein GrampianNot Protectively Marked 20


Not Protectively MarkedCUSTODIESThe Force Cellfile system has been fully operational in the Moray Division since the endof 2005 Elgin is the main station for receiving custodies and the only one in the Divisionat present operating the Cellfile system. Custodies who are kept for short periods of timecan be taken to Buckie, Keith and Forres stations where paper records are kept for theirdetention. The number dealt with at these stations is minimal.Between 1 October 2007 and 31 December 2007 a total of 905 persons were dealt withas custodies on the Force Cellfile system at the Divisional Office in Elgin. This is a12.8% increase on the same period last year. For the <strong>Financial</strong> year 2007/2008 to the31 December 2007 a total of 1,904 custodies have been dealt with at Elgin which is a10% increase on the same period last year.Not Protectively Marked 21

The Lossiemouth area does not at present have an offence to cover this hence thenil report for this area.A total of 8 offences relating to consuming alcohol in a public place recorded in theDivision for the third quarter of 2007/2008 compared to 24 for the same period last year.A total of 12 Operation Avons, this <strong>Quarter</strong> in Moray Division some of which were withother partner agencies were carried out targeting underage drinking and associated antisocialbehaviour of youths under the substance misuse heading.In total, 1120 youths were spoken to, and 48 found to be have been involved withalcohol in one of the following categories: possessing alcohol, to being under theinfluence, to being in the company of others who fitted the aforementioned categories, tobeing in the area where alcohol had been found secreted.Alcohol was seized on 61 occasions, this total being a combination of that foundsecreted, and that confiscated from youths.There were 7 letters sent out re anti social behaviour in the period 1 October 2007 to 30December 2007. In addition a further 21 letters were sent to parents regarding theirchildren cycling without lights on their bicycles.34 letters were sent to parents regarding their children's' involvement in underagedrinking in the last quarter. These covered range of actions from possessing alcohol, tobeing under the influence, to being in the company of others who fitted theaforementioned categories, to being in the area where alcohol had been found secreted.Of these underage drinking letters, 4 were at least the second occasion in which thatchild had been found in such circumstances, and resulted in a referral to Moray Drug andAlcohol Services.Over the period of the 3rd <strong>Quarter</strong> 2007/2008 Police received a total of 65 reports frommembers of the public across Moray Division of alleged underage drinking, namely:Elgin Inspector area: 28, of which 18 were credible.Forres/Speyside Inspector area: 12, of which 8 were credible.Buckie Inspector area: 15, of which 9 were credible.Lossiemouth Inspector area: 10, of which 5 were credible.Not Protectively Marked 25


Not Protectively MarkedDuring the quarter, the Moray Mobile Police Office was deployed on 21 occasions toschools throughout the area in support of the Nitelight initiative. This was essentially aninteractive road show aimed at promoting the visibility of young cyclists at night by way ofencouraging parent's and young people to come along, learn about road safety issuesand have their cycles checked for roadworthiness.
