<strong>The</strong> biggest opportunity was missed dur<strong>in</strong>g 1917/18 when S<strong>in</strong>n Fe<strong>in</strong> were able to claim<br />

legitimacy and beg<strong>in</strong> to underm<strong>in</strong>e <strong>British</strong> <strong>in</strong>stitutions. 45 By <strong>the</strong> time alternative courts and<br />

tax rais<strong>in</strong>g bodies have formed and are seen as legitimate, an <strong>in</strong>surgency is deeply rooted and<br />

will be extremely difficult to overturn without massively coercive forces. <strong>The</strong> situation with<br />

<strong>the</strong> USA meant that even if <strong>the</strong> <strong>British</strong> had wanted to carry out <strong>the</strong> threats of full-scale<br />

martial law and <strong>the</strong> deployment of ano<strong>the</strong>r 50,000 troops, it was politically impossible. By<br />

fail<strong>in</strong>g to understand <strong>the</strong> threat from S<strong>in</strong>n Fe<strong>in</strong>, <strong>the</strong> <strong>British</strong> missed <strong>the</strong> opportunity to focus on<br />

a political strategy and avoid giv<strong>in</strong>g <strong>the</strong> gunmen <strong>the</strong> opportunity of tak<strong>in</strong>g <strong>the</strong> driv<strong>in</strong>g seat. 46<br />

RESEARCHING THE IRISH CAMPAIGN<br />

With <strong>the</strong> exception of Charles Townshend’s excellent academic monograph from 1975, <strong>the</strong>re<br />

have been no detailed studies <strong>in</strong>to <strong>the</strong> <strong>British</strong> campaign. Most published accounts are of <strong>the</strong><br />

IRA or senior commanders such as Michael Coll<strong>in</strong>s, Tom Barry and Dan Breen. 47 This may<br />

reflect <strong>the</strong> well-known phenomenon where history is written by <strong>the</strong> w<strong>in</strong>ners. As already<br />

described, Ireland is more complicated than that. Dur<strong>in</strong>g <strong>the</strong> 1990’s however with <strong>the</strong><br />

open<strong>in</strong>g of archives <strong>in</strong> Brita<strong>in</strong> and Ireland, <strong>in</strong>terest <strong>in</strong> this campaign was revived, which<br />

co<strong>in</strong>cided with a new attempt to understand Operations O<strong>the</strong>r Than War (OOTW) and <strong>the</strong><br />

role of <strong>the</strong> military <strong>in</strong> peace-keep<strong>in</strong>g and o<strong>the</strong>r operations. Primary source material is also<br />

becom<strong>in</strong>g available <strong>in</strong> book form, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> 2007 a collection of letters from <strong>British</strong><br />

soldiers who served <strong>in</strong> Ireland. One of those was Field Marshal Montgomery, at <strong>the</strong> time a<br />

Brigade Major from <strong>the</strong> Essex Regiment. Monty’s views reflected a widespread feel<strong>in</strong>g of <strong>the</strong><br />

difficulties of conduct<strong>in</strong>g such a campaign: “Personally, my whole attention was given to<br />

defeat<strong>in</strong>g <strong>the</strong> rebels and it never bo<strong>the</strong>red me a bit how many houses were burnt”. 48<br />

Townshend cont<strong>in</strong>ues to produce very readable and scholarly accounts of political<br />

violence <strong>in</strong> Ireland and is <strong>the</strong> lead<strong>in</strong>g <strong>British</strong> academic for <strong>the</strong> campaign. 49 In Ireland, David<br />

Fitzpatrick and Eunan O’Halp<strong>in</strong> and <strong>in</strong> Canada, Peter Hart are also very active <strong>in</strong> this field,<br />

O’Halp<strong>in</strong> study<strong>in</strong>g <strong>the</strong> <strong>in</strong>telligence organisations <strong>in</strong> some detail. 50 Hart has pioneered <strong>the</strong> use<br />

of statistical methods to support his conclusions. However by referr<strong>in</strong>g to <strong>the</strong> IRA campaign<br />

<strong>in</strong> Cork aga<strong>in</strong>st loyalists as ‘ethnic cleans<strong>in</strong>g’ and by suggest<strong>in</strong>g that Tom Barry had ordered<br />

<strong>the</strong> shoot<strong>in</strong>gs at Kilmichael after <strong>the</strong> <strong>British</strong> forces had surrendered, his scholarship is fiercely<br />

contested with<strong>in</strong> Ireland. 51<br />
