Welcome to NALSARNALSAR as an institution constantly metamorphosesthe face of legal education, thereby culminating into aconfluence of thought, knowledge and practices tofacilitate the fullest development of the individual.Established with a mandate to impart knowledge thatequips and empowers an individual to take charge of theworld around him or her, we have hitherto realised thesame, by fostering and internalisation of values that makelegal education stand out significantly from the rest. Ournation requires a lot to be done in terms of rejuvenating thelegal mentality so as to tackle several contemporary issuesof national and international importance, and I envision mystudents to emerge as people having a hand in triggeringthe shift.At NALSAR, we sincerely intend and endeavour tobridge the sinister gap between knowledge and theorythrough the efforts of the Faculty that make the learningprocess interesting, participative, stimulative, multidimensionaland dynamic. A Librarywhich is a virtual storehouse of knowledge that a law studentcould aspire for, coupled with an Internet Centre, Wi-Fi campus,which provides access to the richest databases across theglobe pertaining to a myriad of wide-ranging realms of legalresearch. An ultra-modern Gym with the latest equipmentprovides ideal environs for physical work-out. State-of-the-artfacilities for games like Basket-ball, Table-Tennis, Lawn-Tennis,Foot-ball and Cricket exist.Our emphasis on discipline is unrelenting. Students havetheir own space but with all the requisite checks and balances.Boys and girls have separate hostels with 24 Hour internetfacility in each hostel room. Each Hostel has a common room,equipped with a T.V. and facilities for indoor games. There is acommon Dinning Hall. Being a residential campus, mostfacilities are at the disposal of students. Our task andendeavour is to provide the right platform and to guide studentsto windows of opportunities. I have absolutely no doubt when Isay that NALSAR is a modern Gurukul. The National Academy of Legal Studies and Research (NALSAR) University of Law established under theAndhra Pradesh Act, 1998 (No. 34 of 1998), is a body corporate having perpetual succession and a commonseal. In a decadesince its establishment 1998, the University has producedthree Rhodes Scholars other students otherprestigious cholarships to pursue studies in the best Universities abroad. Venugopal, Senior Advocate, Supreme Court of Indiain the name of his father Mr. M.K.Nambyar. Out of thisendowment, Seminar Halls, Faculty Offices and a state-of-artVideo Conference Hall have been constructed. A ResearchChair 'M. K. NAMBYAR CHAIR IN COMPARATIVECONSTITUTIONAL STUDIES' at NALSAR is also created.Prof. Upendra Baxi, former Vice-Chancellor of DelhiUniversity and a well known legal luminary is holding theChair as its first Professor. 30

Prof. Singh has a wide teaching andresearch experience at Lucknow University,Rajasthan University, Jaipur, KurukshetraUniversity, and Punjab University. His areas ofspecialization include Legal Theory, PublicInternational Law, International Relations andpower politics. He is well known for his contribution in the field of Legal Education, Research and Training. Besides 40 years of Teachingand Research Experience, he has held important administrative assignments as Former Chairman, Department of Law, PunjabUniversity, Director, National Institute of Law, KU, Kurukshetra; Director General, Army Institute of Law, Mohali and Dean UniversityInstructions, Punjab University. Presently, he is Professor Emeritus at Punjab University, Chandigarh.He has published more than One hundred Research papers in accredited Journals of repute and two Books. He is empanelled asa Lead Resource Person at premier Institutions and organizations which include Lal Bahadur Shastri Academy of Administration,Mussoorie, National Police Academy, Hyderabad, Judicial Academy, Chandigarh, IIPA, New Delhi, ILI, New Delhi, Punjab & HaryanaState Institutes of Public Administration, National Cooperatives Institute, Chandigarh. He is and has been a member of many apexcommittees including UGC Law Panel, UGC Committees on Reservations and Reinforced Coaching, Punjab Legal Services Authority,Chandigarh, Consumer Council, UT, Chandigarh, Dean, Faculty of Law, Guru Nanak Dev University, Amritsar and Member, GeneralCouncil, Rajiv Gandhi National Law University, Patiala, Member, Board of Studies and Law Faculties of many Universities. Sarma, Professor of Law andRegistrar, NALSAR has specialized in BusinessLaws. He obtained Ph.D. from Berhampur University on 'Consumer Protection Act, 1986 - A Socio-Legal Study'. He has authored 'Modern Law of Insurance in India ' and 'Criminal Law' andfive monographs and published several articlesin leading Law Journals. He is invited by the Central University, Hyderabad to be a member of 'Programme Advisory Committee' for thePost-Graduate Diploma in 'Cyber Laws and Intellectual Property Rights'.He is Vice-President for 'Acumen Legal Education Research and Training', Executive Member for 'Centre for Corporate Strategies'and Panel Member for 'Acumen Legal Services (India) Private Limited'. He is 'Convenor for the Post-Graduate Committee' andteaching 'Corporate Laws' to Graduate and Post-Graduate students of NALSAR. Prof. Sarma has participated and presented papers inseveral National Conferences. Recently, Prof. Sarma has designed a two-year Masters Degree Programme in ‘Law of FinancialServices and Capital Markets’ (ML-FS&CM) which the University offers in association with the Institute of Insurance and RiskManagement (IIRM), Hyderabad .42

He was awarded the Ph.D. Degreein 1996 from Maharshi Dayanand University, Rohtak. He has had five years of experience at the Bar prior to teaching. His books titled “Hindu Law of Adoption” 2004 and “Law Relating toDomestic Violence” 2007 and his RevisedEditions of “Family Law in India” by Professorth th thG.C.V. Subba Rao, (8 edition, 2004 and 9 edition 2007) and “Hindu Law and Usage” by Mayne (16 edition, 2009), are especiallynoteworthy. He has also published more than 30 articles on Hindu Law in reputed law journals; has contributed papers in books andpublished several book reviews. He has worked on several projects including a project commissioned by the National Commission forWomen, on ‘Coparcenary Rights of Women in Andhra Pradesh. Prof. Kumar has participated and presented papers in several Nationaland International Conferences. He has also participated in the Law Teachers Programme on “Law Teaching and Legal Research Skills”at Cardiff Law School, (UK) in 2004. Recently, Prof. Kumar has been awarded ‘Academic Staff Commonwealth Fellowship 2009-2010for six months and ‘Visiting Professor’ at King‘s College, London for one year.www.nalsar.ac.in44

Apart fromteaching, he has also served as a NSSProgamme Officer, co-coordinator for PathwayProject (PCI), State Resource Person for MHRD & APSACS. Earlier he has taught various subjects including Constitutional Law,Environmental Jurisprudence, Intellectual Property Rights and Community Policing. His areas of teaching and research interestinclude Terrorism and Law, Cyber Crimes and Law, Development and Law.46
