Mix well.Add a little oil in a pan over medium heat.Put the mixture in the pan, make 4 roundshapes. Cook 7-8 minutes per side. Removeand set aside. These are the potatopancakes.Put 1 pound scallops in a bowl, drizzlesome salt, pepper and cayenne. Add a littlebit of olive oil. Stir well.Pre-heat the pan on high heat. When thepan is hot, put the scallops in the pan. Addthe red bell pepper besides them. Cook thescallops for 3-4 minutes per side. Removethe scallops. Spread the red bell pepper inthe pan. Add the whole fresh basil leaves, 1tbsp. butter and 1 tbsp. capers in the pan.Stir and cook until the butter is resolved.Then add 1/4 cup water, turn off the heat.To serve, put a potato pancake on a servingplate, add 3 scallops on the pancake.Top the scallops with some red bell pepperand basil leaves.
