NIH ROLENIH Director Francis Collins convened an esteemedgroup of experts in neuroscience to develop ascientific plan for this bold endeavor. The groupspent over a year and a half in extensive consultation, getting feedback from the basic, translational, andclinical research communities, in addition to patientadvocates and the general public. The resultingJune 2014 report, a 12-year scientific vision, spells out the NIH’s role in the BRAIN Initiative(www.nih.gov/science/brain/2025).12-YEAR SCIENTIFIC VISIONOverall Aim: To map the circuits of the brain, measurethe fluctuating patterns of electrical and chemicalactivity, and understand how their interplay createsour unique cognitive and behavioral capabilities.WHY FOCUS ON CIRCUITS?60 years of studying one neuron at a time hastaught us a lot about individual neurons. Imagingtechnologies have enabled us to observe theactivity of thousands of neurons in the living brain. But there remains a gap in our knowledge of whathappens in the middle of this spectrum — withinthe complex networks of neurons that form neuralcircuits. This is the level at which most of humancognition and behavior is generated. At anymoment, thousands to millions of interconnectedcells are rapidly transmitting information betweenthemselves via chemical signals and electricalactivity. We must understand how thesecircuits work to capture the full sense of what ishappening in the healthy brain — and what goesawry in disease.Advanced genetic techniques can label nerve cell circuits in real time at the level of single cells.
