<strong>Five</strong> <strong>year</strong> <strong>supply</strong> <strong>of</strong> deliverable housing sitesPlanning Policy Statement 3 (Housing) states that local planning authorities should identify sufficient developable land or residential use for the next 15 <strong>year</strong>s.As required this schedule sets out a deliverable <strong>supply</strong> over the first five <strong>year</strong>s from 2010.This schedule will be updated on an annual basis so that the authority can provide evidence <strong>of</strong> an ongoing five <strong>year</strong> <strong>supply</strong>. The five <strong>year</strong> <strong>supply</strong> is based onoutstanding consents, as well as allocations and sites that have been identified through the Strategic Housing Land Availability Assessment (SHLAA). It is brokendown into four sections (shown in Appendix 1-4):Planning permissions over 10 dwellingsLocal Plan allocationsDeliverable SHLAA sites, and;Planning permissions less than 10 dwellingsIn the first three sections, a trajectory <strong>of</strong> <strong>com</strong>pletions on each site over the five <strong>year</strong> period is included to give an overall <strong>supply</strong> from these sources. Thisinformation has <strong>com</strong>e from the 2008/09 SHLAA and been subsequently updated to reflect market conditions and further site information received sincepublication. These updates will be reflected in the 2009/10 SHLAA update. Planning permissions less than 10 dwellings have had a 10% lapse rate applied tothem, then been equally divided over five <strong>year</strong>s. As they date from April 2010, the first <strong>year</strong> is not included in the five <strong>year</strong> <strong>supply</strong>, and therefore there are onlya total <strong>of</strong> four <strong>year</strong>s <strong>of</strong> this area included in the <strong>supply</strong>. Tables <strong>of</strong> the trajectories can be found in the supporting appendices.The <strong>supply</strong> has been looked at under two scenarios. The target for the first scenario is derived by using the remaining Structure Plan figures to 2011 and theRevised draft Regional Spatial Strategy (RSS) figures from 2011 -2015. The second is by using the Revised draft RSS figures for the whole period, which are splitby Dorchester and elsewhere in the district. Neither <strong>of</strong> these scenarios include RSS figures for the urban extensions at both Dorchester and Weymouth, as theyare not expected to be deliverable within this five <strong>year</strong> period. This is supported by evidence in the Urban Extensions report by Halcrow.Using these methods, scenario 1 shows that the district has a <strong>supply</strong> equal to 4.35 <strong>year</strong>s, falling 392 dwelling short <strong>of</strong> the <strong>com</strong>bined Structure Plan and RSStarget. Scenario 2 shows that Dorchester has a 5.75 <strong>year</strong> <strong>supply</strong>, with <strong>com</strong>pletions being 159 above the RSS target for the period, elsewhere in <strong>West</strong> <strong>Dorset</strong> hasa 5.86 <strong>year</strong> <strong>supply</strong>, with <strong>com</strong>pletions being 205 above the RSS target, and overall the district has a 5.81 <strong>year</strong>s <strong>supply</strong>, with <strong>com</strong>pletions being 364 dwellingsabove the target. These figures will be updated after April 2010 with the actual <strong>com</strong>pletions and permissions figures. In-depth details <strong>of</strong> how the scenarioshave been calculated are provided on the following two pages.1
