PERFORMANCE BACKGROUNDPer<strong>for</strong>mance FrameworkThe Department uses a per<strong>for</strong>mance framework approach in developing program per<strong>for</strong>mance metrics to ensure that the right data aremeasured and to in<strong>for</strong>m program managers, senior leaders, and stakeholders on the progress being made toward the Department’sstrategic goals. This framework consists of a hierarchical relationship from the Department mission to individual per<strong>for</strong>mancestandards, as follows:• The Mission of the U.S. Department of Energy is “To ensure America’s security and prosperity by addressing its energy,environmental, and nuclear challenges through trans<strong>for</strong>mative science and technology solutions”• To accomplish the mission, the Department focuses on four Strategic Goals: 1. Trans<strong>for</strong>m Our Energy Systems; 2. TheScience and Engineering Enterprise; 3. Secure Our Nation; and 4. Management and Operational Excellence• The Department has established seven Priority Goals which represent the top priorities <strong>for</strong> the agency and the currentadministration and align with the strategic goals• Each program area within the Department has clearly defined Program Goals that also align with the strategic goals andobjectives• Annual program Per<strong>for</strong>mance Measures and associated output and outcome targets support achievement of the programgoals• Individual employee and contractor Per<strong>for</strong>mance Standards are linked directly to specific per<strong>for</strong>mance measures toensure that individuals are held accountable <strong>for</strong> achieving resultsPriority GoalsThe Department of Energy established seven priority goals in FY 2010 which are intended to focus senior leadership’s attention on topadministration and departmental priorities and promote better coordination across agencies on key per<strong>for</strong>mance priorities. These goalsare measurable commitments to specific results the federal government will deliver <strong>for</strong> the American people.
