policy making. However, lack <strong>of</strong> the responsibilityfor implementation <strong>of</strong> key projects fordisaster preparedness/response and overrelianceon the line ministries is a weakness.Therefore, the existing legislation will beamended to reflect the need to strengthen theANDMA’s role in implementing key projects.It is important to stress that line ministries willremain responsible for the implementation <strong>of</strong>most projects for disaster preparedness/response.Disaster preparedness will also be supportedby the National Social Protection Sector Programand will include: (i) finalization <strong>of</strong> riskvulnerability assessments and disaster preparednessplans at the national and sub-nationallevel; (ii) strengthening the capacity and therole <strong>of</strong> the ANDMA; (iii) establishing the emergencyoperation centers at the provincial leveland regional warehouses; and (iv) modernization<strong>of</strong> equipment.Priority measures to support sub-sector strategyfor disaster preparedness:• Amend the legislation to clearly reflect theleading role <strong>of</strong> the ANDMA in coordinatingthe national efforts but also for implementing<strong>of</strong> key programs and projects;• Approve annual plans for disaster preparedness,finalize disaster risk analyses andguidelines for disaster response, and developthe provincial disaster managementplans;• Develop standardized operating proceduresfor quick assessment and response,reporting, and for rapid mobilization <strong>of</strong> internationalassistance;• Establish Emergency Operation Centers atprovincial level, response centers andteams at the regional level and effectiveearly warning systems and develop thecommunity emergency response systemand develop back-up communication systembased on Codan;• Construct 12 regional storage facilities foraid assistance and equipment and improvepublic awareness activities and raise nationalawareness about disaster risks andvulnerabilitiesStrengthening capacity and improvingcoordination: The ANDMA, and to a lesserextent the line ministries, require strong capacitybuilding and equipment modernization.Having rescue equipment, management toolsand operational centers at the provincial levelwill provide the necessary facilities to respondto disasters. Strengthening disaster preparednessand response at the community levelthrough CDCs will be required. Maintainingaccess to modern technology, such as withalarm systems, is important for reducing casualtiesand damages that occur during disasters.Finally, given the existing legal ambiguities, therole <strong>of</strong> the ANDMA in leading and coordinatingthe national efforts for disaster preparednessand response will need to be clearly definedand this will require adjustment <strong>of</strong> thecurrent legislative framework.REFUGES, RETURNEES ANDINTERNALLY DISPLACEDPERSONSThe ANDS strategic objective for the Refugee,Returnee and Internally Displaced Persons(IDPs) strategy is to facilitate the planned andvoluntary return <strong>of</strong> refugees and IDPs and thereintegration <strong>of</strong> returnees and IDPs into society.This strategy establishes the Governmentsefforts in coordinating and reintegrating refugeesand the IDPs into society. The plannedand voluntary return <strong>of</strong> refugees and IDPs willcontribute to economic growth, the reduction<strong>of</strong> poverty and the strengthening <strong>of</strong> securityand stability <strong>of</strong> the country and the region.World-wide experience has indicated thatlarge, unplanned, and essentially involuntaryreturns generate a range <strong>of</strong> negative consequencesas they are managed as emergencyinfluxes.Situation in the sectorMore than five million persons have returnedto their homes since 2002. Yet over three millionAfghan refugees remain in Iran and Pakistan.Several hundred thousand others are presentin former Soviet Union countries (CIS,CAR) and Europe.The majority <strong>of</strong> those that remain in Pakistan(2.1 million) and Iran (0.9 million) have been inexile for over twenty years remain a seriousconstraint for voluntary repatriation. The presence<strong>of</strong> these communities places strains onboth the Government and neighboring countryEconomical and Social Development 129
