Maybe the people who don't believe there <strong>is</strong> <strong>poverty</strong> <strong>in</strong> <strong>Australia</strong> simply have <strong>no</strong> way ofconceptual<strong>is</strong><strong>in</strong>g what that <strong>poverty</strong> here <strong>is</strong> like.So often the poor are victims of bad, dumb luck, as powerful and unassailable as any flood orearthquake.Let's take 38-year-old Harry as an example.Harry was ra<strong>is</strong>ed <strong>in</strong> foster care and was sexually abused between the ages of six and 12. Hewas too traumat<strong>is</strong>ed to f<strong>in</strong><strong>is</strong>h school and left half-way through year 7. By the age of 18, Harrywas liv<strong>in</strong>g on the streets; after repeated bash<strong>in</strong>gs, he started sniff<strong>in</strong>g pa<strong>in</strong>t to try to mask h<strong>is</strong>troubles. He doesn't do th<strong>is</strong> <strong>no</strong>w, but through sniff<strong>in</strong>g, Harry has susta<strong>in</strong>ed a bra<strong>in</strong> <strong>in</strong>jury thathas affected h<strong>is</strong> memory.Harry's <strong>in</strong>come <strong>is</strong> $292 a week, which <strong>is</strong> the comb<strong>in</strong>ed total of a Newstart Allowance and rentass<strong>is</strong>tance. He rents a room <strong>in</strong> a privately run room<strong>in</strong>g house for $185 a week. He shares abathroom with two dozen others and has <strong>no</strong> kitchen facilities.After pay<strong>in</strong>g rent, Harry has just $15 a day to live off, for all h<strong>is</strong> food, transport, cloth<strong>in</strong>g andmedication costs.Harry would love to have h<strong>is</strong> own flat somewhere but he <strong>is</strong> unable to ra<strong>is</strong>e the $1500 it wouldcost to pay bond and up-front rent.All Harry owns are two sets of clothes, a coffee mug, a small radio and a cigarette lighter.When broke, Harry has to scour the street for cigarette butts.He k<strong>no</strong>ws smok<strong>in</strong>g <strong>is</strong> bad, but it's one of the few th<strong>in</strong>gs <strong>in</strong> life he <strong>is</strong> able to enjoy. Giv<strong>in</strong>g up<strong>is</strong> <strong>in</strong>conceivable for him.Who's go<strong>in</strong>g to tell Harry to go "get a job"? Who would argue that he has e<strong>no</strong>ugh to live on?Is there <strong>real</strong>ly anyone out there who would call Harry's life easy?The Newstart Allowance or unemployment benefit was <strong>in</strong> the sights of the OECD's Eco<strong>no</strong>micSurvey late last year. Our unemployment payments were described as the relative lowest of30 OECD nations. The organ<strong>is</strong>ation called for the <strong>Australia</strong>n government to <strong>in</strong>crease theallowance so that people like Harry don't cont<strong>in</strong>ue to be caught <strong>in</strong> <strong>poverty</strong> traps.There are thousands of people <strong>in</strong> Harry's situation all over <strong>Australia</strong>. Some are wrestl<strong>in</strong>g withchildhood trauma. Others have <strong>in</strong>tellectual d<strong>is</strong>abilities. Most of them have very limitededucation and few skills to offer <strong>in</strong> our <strong>in</strong>creas<strong>in</strong>gly complex job market. Transcend<strong>in</strong>g theirsituation <strong>is</strong> <strong>no</strong>t possible without extensive government help and equally resolute communitysupport.National data collected under both Labour and Liberal governments reveal there are morethan 105,000 <strong>Australia</strong>ns liv<strong>in</strong>g homeless or <strong>in</strong> marg<strong>in</strong>al accommodation like Harry on anygiven night. Th<strong>is</strong> data <strong>is</strong>n't <strong>in</strong>vented: it's <strong>awfully</strong> factual.
