UNCLASSIFIEDDevelopment of <strong>Government</strong> <strong>Soft</strong> LandingsGSL has been developed with assistance from the GSL industry task group consisting of membersfrom suppliers (construction and FM), designers, architects, academics, industry bodies, centralgovernment departments and public sector representatives.GSL is aligned to the BSRIA <strong>Soft</strong> Landings Framework (BSRIA BG4/2009).<strong>The</strong> structure of the guidance documents is based around a series of Process Maps aligned to <strong>BIM</strong>plan of work stages and COBie data drops. GSL has identified four focus areas where measurements,key questions and outputs have been identified along the project timeline. <strong>The</strong>se four areas are asfollows:1. Functionality and Effectiveness:Buildings designed to meet the needs of the Occupiers; effective, productive workingenvironments2. Environmental:Meet <strong>Government</strong> performance targets in energy efficiency, water usage and wasteproduction3. Facilities Management:A clear, cost efficient strategy for managing the operations of the building4. Commissioning, Training and Handover:Projects delivered, handed over and supported to meet the needs of the End UsersIn addition, to reinforce the need to focus on End User requirements, a specific guide on how toDesign for Aftercare has been developed.Inherent in the policy is the need to set performance targets, validated throughout the design stagesand evaluated post occupancy as the building comes into use. It is recommended that suchevaluation should be continued during the first 3 years of occupancy. <strong>The</strong> purpose is to ensure thebuilding is optimised to meet the needs of the end users, provide feedback to enable informeddesign decisions on future projects and assess performance of the project team in delivering theobjectives of the briefFundamental to the concept of GSL is collaborative working and key stakeholder engagement at allstages of the process. End user engagement is delivered through the role of the GSL Champion,embedded into process.UNCLASSIFIED
