(dd) Council resolved to appoint the Acting Municipal Managerand the letter of appointment to be signed by MEC ofCOGTA. He was appointed permanently as a municipalemployee from 1 December 2012.(l) Alleged irregular payments on the Payroll system to officials(aa) The KPMG report indicated that possible discrepanciesand overpayments exist on salary payments to officials.(bb) The Municipal Manager decided to do a total audit onsalary payments by the Municipality.
