<strong>Reap</strong> <strong>What</strong> <strong>You</strong> <strong>Sow</strong>: <strong>Greed</strong> <strong>and</strong> <strong>Corruption</strong> <strong>in</strong> Zimbabwe’s Marange Diamond Fieldslisted—a company known to have <strong>in</strong>stalled tens of thous<strong>and</strong>s of dollars of brick pav<strong>in</strong>gat his Umguza residence ahead of his 60th birthday party.Like many of his ZANU brethren, Mpofu built much of his wealth through “vulturecapitalism”—a money for noth<strong>in</strong>g appropriation of profitable bus<strong>in</strong>esses <strong>and</strong>/or assetsthat are later “legitimized” through normal bus<strong>in</strong>ess activity.The l<strong>and</strong> seizures of the 2000’s are one expression of this phenomenon, whereby topZANU apparatchiks acquired commercial farms <strong>and</strong> took over the bus<strong>in</strong>ess affairs ofthe former white owners. Without exert<strong>in</strong>g any sweat equity or risk<strong>in</strong>g any f<strong>in</strong>ancialobligation with a bank a few of these <strong>in</strong>dividuals turned themselves <strong>in</strong>to successfulfarmers overnight.Robert Mhlanga, CEO of MbadaDiamondsMany others, <strong>in</strong>clud<strong>in</strong>g Mbada CEO Robert Mhlanga <strong>and</strong> the late General SolomonMujuru, made fortunes exploit<strong>in</strong>g high value m<strong>in</strong>erals—particularly gold—dur<strong>in</strong>gZimbabwe’s <strong>in</strong>tervention <strong>in</strong> the war <strong>in</strong> the Democratic Republic of Congo.Although a wealthy man before his appo<strong>in</strong>tment as M<strong>in</strong>ister of M<strong>in</strong>es <strong>in</strong> 2009, Mpofu’sassets <strong>and</strong> spend<strong>in</strong>g habits have grown exponentially s<strong>in</strong>ce he granted the first diamondm<strong>in</strong><strong>in</strong>g licence to Mhlanga <strong>and</strong> David Kassell, a South African scrap metal dealer, neitherof whom had any prior m<strong>in</strong><strong>in</strong>g experience.With the media attention mostly focused on his real estate hold<strong>in</strong>gs <strong>in</strong> Bulawayo<strong>and</strong> Victoria Falls, less attention has been given to his l<strong>and</strong>hold<strong>in</strong>gs which PAC hasdeterm<strong>in</strong>ed likely place him <strong>in</strong> the top five l<strong>and</strong>owners <strong>in</strong> the country. In Matabelel<strong>and</strong>his hold<strong>in</strong>gs come second only to the 135,000ha owned by the Oppenheimer family <strong>in</strong>Shangani, 200 kilometers northeast of Bulawayo.Among Mpofu’s l<strong>and</strong> hold<strong>in</strong>gs are:• 10,006ha, North Part, Umguza Block. This is property formerly owned by ColdStorage Commission (CSC) 61 <strong>and</strong> is known specifically as Blocks 39, 40 <strong>and</strong> 41.• 1027ha, Auchenburg Farm, Nyam<strong>and</strong>lovu.• Green Haven farm. Located close to the Umguza River just outside Bulawayo on theVictoria Falls road, this is a farm Mpofu has reportedly owned for some time <strong>and</strong>where he keeps most of his herd 62 .• 3,700ha, Umguza CSC Block 63 .• 2,300ha, <strong>You</strong>ng Farm, Nyam<strong>and</strong>lovu.• 8000ha, Horseshoe Ranch, Matetsi. It is believed Mpofu bought this property fromBill Bedford <strong>in</strong> 2008 for an undisclosed sum. At the time of publication, hunt<strong>in</strong>g <strong>and</strong>safari operations were run by Shaun Kearney, a South African.• 100ha, <strong>in</strong> Epp<strong>in</strong>g Forest B section, a part of Accut <strong>and</strong> Crew, a formerly white ownedfarm bought for resettlement <strong>in</strong> 1996. Now referred to as Mswelangubo farm itserves as Mpofu’s ma<strong>in</strong> residence. The property has undergone extensive upgradesrecently <strong>in</strong>clud<strong>in</strong>g approximately $150,000 on fenc<strong>in</strong>g <strong>and</strong> pav<strong>in</strong>g ahead of thelavish December 2011 party, the cost of which is estimated at another $250,000. InMarch 2012 a 10-kilometre stretch of road to this house was be<strong>in</strong>g resurfaced by abr<strong>and</strong> new Caterpillar excavator—someth<strong>in</strong>g that the Umguza Rural Council wouldnot have the money to do.
