SKY TRAIN


• Stage 1 opens Q1-2013, is 1.7 mileslong, operating between METRO lightrail, East Economy parking, and T4.Stage 1a opens in 2015, from T4 to T3with walkway to T2• Driverless trains are free to ride & runcontinuously in both directions every 3minutes• Trains run at an average speed of 23mph, but up to 38 mph• Each car holds 53 passengers

Aviation <strong>Emergency</strong> <strong>Operations</strong>Center (AEOC)• Following an accident or serious incident atSky Harbor and in conjunction with UnifiedCommand, the AEOC serves as primarycommand and control for airport operations• AEOC is staffed with personnel from majorairport operating sections, and is the centralcollection point for information• AEOC responders must have anunderstanding of responsibilities and howvarious interactions will affect the overallsuccess of the airport response

PDFA BackgroundFederal legislators passed The 1996Federal Family Assistance Plan forAviation Disasters. This legislationidentifies the affected airline, theAmerican Red Cross (ARC) and theNational Transportation SafetyBoard (NTSB), as responsible forhandling friends & family ofaviation disaster victims.


Airline ResponsibilityThe affected airline will:• Train staff in family assistance andemergency response• Aid, comfort, protect, & provide essentialcare ($) for survivors, families & friends• Participate in & cooperate with theaccident investigation (Go-Team)• Ensure Victim Support Tasks (VSTs)are completed


Sky Harbor PDFA• Supports the affected airline and operatesduring the first hours of an aviation disasterinvolving PHX Sky Harbor <strong>Airport</strong>, until theairline activates its corporate plan• <strong>Airport</strong> plan not intended to supersedeairline corporate plan or assumeresponsibility for handling andmanagement of families• Provides a standard plan for the airlineto build into their own corporate plans


Sky Harbor PlanUnifies the airport community andidentifies responsibilities, facilities andservices where airport, fire, police, airlinepersonnel, as well as the assistingpublic/private agencies, work together inan effective and efficient manner tomeet the immediate needs of victimsand their family and friends. <strong>Airport</strong>provided services and facilitiesinclude:


• Buses for victims, friendsand family providedto/from PHX Sky Harbor,to/from various PDFAsupport facilitiesTransportation


Family Safety & Security• Upon notification of a PHXaviation disaster <strong>Airport</strong> Policeand/or contracted security willdispatch personnel to theaffected airline’s meet & greetarea and ticket counters.They will provide security inthese and other key areaswhere friend and familymembers gather


<strong>Airport</strong> PDFA Facilities• Survivor Center – Air National Guard 161stAir Refueling Wing(LOA inaffect)• Family Reception Area – Three predesignatedsecure terminal locations• Family First Response Center – PHX<strong>Airport</strong> Marriott (LOA in affect)


Survivor Center (SC)A secured on-airport facility locatedat the 161 st Air National Guard Base,established for accommodatinginitial interview and care-givingservices for aircraft accidentsurvivors. The SC utilizes theAerospace Dining Facility, MedicalClinic, and other facilities agreedupon at the time of the event.


Family Reception Area (FRA)The affected airline’s initial gathering area ateach airport terminal where family / friendsare validated & given ID badges prior totransportation to the Family First ResponseCenter.


Family First Response Center(FFRC)An off-airport facility used to provideservices for surviving victims, family, &friends of an air disaster. It is the initialsite where airport / airline, along withpublic & private agencies, report to &operate from until the airlines, ARC,& the NTSB establish the FamilyAssistance Center (FAC).


The PHX FFRC will be established at thePhoenix <strong>Airport</strong> Marriott Hotel located at 1101North 44th Street. It is strongly suggested thatthe Airlines incorporate this same facility asthe Family Assistance Center (FAC).


Sky Harbor Drills & ExercisesAnnually• Minimum of one per quarter• AVSEC• One “live” exercise• PHX Sky Train preparation• As needed and/or requested byairport / airline partners, etc.


PHX Triennial Exercise• A three year FAA Part 139certification requirement to testairfield disaster preparedness &response• February 2012 scenario includedaircraft radiation exposure response& Survivor’s Center activation• Next PHX Triennial: 2015
