Fort Monmouth in October 1940 to attend the Signal School. Aftergraduation in 1941 he remained for four months as acting director ofthe Officers Candidate School.The 1st Armored SignalBattalion, under Latta,provided communicationsfor the Roosevelt-Churchillconference at Casablanca.During World War II GeneralLatta commanded the 1stArmored Signal Battalion in thelanding at Casablanca and participatedin the campaigns inSicily, Normandy, and theRhineland. In May 1945 hebecame signal officer of the XXICorps in Germany.Subsequent tours of duty included the War Department General Staff;Signal Corps Procurement Agency in Chicago; Office of the ChiefSignal Officer; signal advisor to the Chief of the Military AssistanceAdvisory Group, Taiwan; and Seventh Army in Stuttgart, Germany.General Latta came to Fort Monmouth from duty as Deputy Chief ofStaff for Communications and Electronics, North American AirDefense Command, in Colorado. He commanded here from October1965 until September 1969, leaving Fort Monmouth to become theCommanding General, U.S. Army Strategic CommunicationsCommand at Fort Huachuca, Arizona. General Latta retired from theU.S. Army in August 1972.Major General Frank W. MoormanMajor General Frank W. Moorman became the twenty-thirdCommanding Officer of Fort Monmouth and the second CommandingGeneral of ECOM in August 1963.Moorman was born in Camp Jossam,Philippine Islands, in February 1912. Hegraduated from the U.S. Military Academy in1934 and was commissioned a SecondLieutenant, Infantry. His early Infantryassignments were at Fort Washington,Maryland, and Schofield Barracks, Hawaii.After graduating from the Infantry School in1938 he entered the Signal Corps School, andgraduated in June 1939.
