The Eagles Nest Club appreciatesyour continued support!Political E-mails:prohibited by lawA federal statute known as “The Hatch Act”requires that a federal civilian employee who usesgovernment e-mail to transmit partisan politicalmessages must be fired, unless the three membersof the U.S. Merit Systems Protection Board inWashington, D.C. unanimously conclude thatremoval is too harsh a penalty and the employeeshould only be suspended without pay for atleast 30 days.Please do not send e-mails from your assignedAFRC computer or through AFRC’s e-mail systemseeking to promote, encourage, endorse, ordiscuss a political campaign or any politicalcandidate. The margin of error is very slim andthe potential penalty (mandatory removal“unless,” explained above) is very heavy.Military members who violate the sameprohibition are, of course, subject to the UniformCode of Military Justice.Here’s the federal statute involved, a sectionof The Hatch Act:Title 5 of the U.S. Code, Section 7326,“Penalties”:“An employee or individual who violates [TheHatch Act] shall be removed from his position,and funds appropriated for the position fromwhich removed thereafter may not be used topay the employee or individual. However, if theMerit System Protection Board finds byunanimous vote that the violation does notwarrant removal, a penalty of not less than 30days’ suspension without pay shall be imposedby direction of the Board.”Please keep all your partisan politicaldiscussions “outside the fenceline” and out ofany e-mails you send using AFRC’s e-mailsystem.The risks to you if you don’t are simply too great.Battery recyclingThe HAZMART has issued guidanceregarding collection of used batteries forrecycling. While some shops have collectioncontainers for batteries, the HAZMART, Bldg.205 is the base’s central collection point forrecycling of all types of batteries. Please utilizethe container in the HAZMART office area forused battery drop off. Shops that have containersfor specific types of batteries should continue touse that method for collection. If you have abattery that is damaged or leaking, call GregWykle, Environmental Protection Specialist, at330-609- 1173 and he will make arrangements for apick up at your shop.Nickel-cadmium, nickel-metal hydride, lithium andlead-acid batteries are considered hazardous wasteand must be collected. Alkaline and zinc batteriescan be thrown in the trash since they are notconsidered hazardous waste. However, recycling ofthese battery types is encouraged as well.Contact Mr. Wykle if you believe youaccumulate enough batteries in your shop to havea collection container or if you have any questionsabout used batteries or recycling overall.Cold weatherwear with ABUCol. Karl McGregor, 910th <strong>Air</strong>lift Wing commander,has issued guidance regarding thewear of Cold-Weather Outer Garments with the<strong>Air</strong>men Battle Uniform (ABU), effective January19, 2008.The commander has authorized the wear ofthe Battle Dress Uniform (BDU) Gortex and/orfield jacket with ABUs since the All PurposeEnvironmental Clothing System (APECS) arecurrently unavailable or unsuitable for duty.Members must make every reasonable effortto minimize the wear of mix/match uniforms.BDU outer garments will no longer beauthorized for wear with ABUs effective June 1,2008 in accordance with a HQ USAF messagedated January 2008.The directions of this guidance become void180 days after the effective date of thisguidance or upon publication of an InterimChange or rewrite of the affected publication,whichever is earlier.Increased IDTretirement pointsThe 2008 National Defense Authorization Actincreased the number of inactive duty points thatcould be accrued for retirement in a year from 90to 130. This law is not retroactive and allows accrualof 130 points for the retirement/retentionyear that includes Oct. 30, 2007. If <strong>Air</strong>men have aretirement/retention year that ends on or beforeOct. 29, 2007, then they can earn a maximum of 90days. If their retention/retirement year ends on orafter Oct. 30, 2007, they can earn up to 130 points.Updated vRED infodue by <strong>April</strong> 15thNot only is <strong>April</strong> 15th known as Tax Day acrossthe United States, it has now become an additionaldeadline for Reservists as well.It is an annual requirement for all <strong>Air</strong> Forcemembers to review and update their virtual Recordof Emergency Data (vRED/DD Form 93). To date,records indicate about 38,000 <strong>Air</strong> Force <strong>Reserve</strong>members have not completed this annual requirementin 2008. It is mandatory that all Reservistsupdate and have a current vRed on file by <strong>April</strong>15, 2008.This can be accomplished by visiting the <strong>Air</strong>Force Portal and logging on to the Virtual MPF.Reservists can review their information and updateit as necessary. Whether information waschanged or not, members must click the “submit”button to complete the update and ensure a currentvRed is documented and on file.6 <strong>April</strong> 2008
