allowancesand special paymentsSpecial allowance paymentA special allowance payment may be paidto ES staff for undertaking tasks that areadditional to their normal responsibilities.See clause 16(1). Further to this specialpayments may be offered to encourage staffto take on an additional task and may bepaid in recognition of outstanding performance.These allowances are paid annuallyand start at $500.First aid allowanceES staff who have first aid responsibilitiesshould either be paid the first aid allowance(see clause 16(5)) or be classified at aminimum of ES Level 1 Range 2.A first aid allowance is payable to ESstaff who have volunteered to take on firstaid duties as an extra duty in addition totheir normal duties. Taking on first aidduties can only be done through agreementbetween the employer and employeeand therefore cannot be added to an ESemployee’s job description.If first aid is the core responsibilityof a position, it should be classified at aminimum of ES Level 1 Range 2 to satisfythe new work dimensions. First aid dutiesshould not be written into the job descriptionof a position when it is advertised,unless first aid represents the core responsibilityof the position.Intensive care allowanceAn employee who is required to provideintensive attendant care, administer medicalsupport or assist in the development ofindependent living skills for individualstudents or groups of students whileemployed in a special school shall bepaid an annual allowance of not less thanthe amount specified in clause 1.2 ofSchedule 1.Medical interventionThe previous medical intervention allowancehas been removed and all <strong>Education</strong>Support staff who are required to providemedical intervention to support a studentshall now be classified at ES Level 1 Range2 and will require a range review. Themedical intervention carries significantresponsibility and accountability and staffundertaking this role are to be appropriatelyclassified.Staff will have been trained or be willingto complete specific training to support astudent who requires medical intervention.The way schools have managed themedical intervention allowance has variedand removal of the allowance and movementof ES staff into range 2 will requireschools to reconsider how this is managed.Through consultation schools will need todetermine how many positions are requiredto satisfy medical intervention needs. Thesepositions can then be advertised internallyas ES Level 1 Range 2 positions. If thereare more applicants than positions a meritbased process must ensue.The range review of ES employees forthe purpose of medical intervention willbe funded. This funding will be linked to astudent who requires medical interventionsupport for particular health needs suchas: mechanical ventilation, tracheotomy,suction, tube feeding, ostomy and faecalmanagement.2223
