E. Commodity Security <strong>and</strong> Family Planning<br />

1. <strong>Management</strong> of Commodity Security – FP commodities <strong>and</strong> Condoms<br />

LMS, through its commodity security unit, distributes family planning commodities, including<br />

condoms as a form of prevention for HIV/AIDS as well as for FP to the USG peripheral sites in<br />

the ten de<strong>part</strong>ments. From October 2008-September 2009, 18,345,400 condoms have been<br />

distributed to the USG sites <strong>and</strong> MSPP peripheral sites in all ten de<strong>part</strong>ments. In addition, LMS<br />

is providing support to reinforce the capacity of the MSPP at the central <strong>and</strong> de<strong>part</strong>ment levels,<br />

specifically to the national system for distribution/supply of commodities (SNAI) through<br />

transport of condoms <strong>and</strong> FP methods funded by UNFPA <strong>and</strong> stored at the central warehouse<br />

(PROMESS). The overall goal of this support is to improve logistics management in the ten<br />

de<strong>part</strong>ments, with two primary objectives: (1) ensure regular supply of condoms <strong>and</strong> FP<br />

commodities according to the norms of the CDAI (de<strong>part</strong>mental-level medical warehouses) ; <strong>and</strong><br />

(2) reinforce the capacity of de<strong>part</strong>mental-level staff, CDAI officers, <strong>and</strong> health care providers<br />

involved in FP programs to harmonize <strong>and</strong> coordinate effective management of commodities in<br />

their respective de<strong>part</strong>ments.<br />

These activities contribute to institutional strengthening at the central <strong>and</strong> de<strong>part</strong>mental level,<br />

better knowledge of the data available at the field level to permit a more precise national drug<br />

quantification exercise, ongoing availability of FP methods <strong>and</strong> condoms, <strong>and</strong> more effective <strong>and</strong><br />

efficient management in the de<strong>part</strong>mental-level warehouses as well as in sites receiving<br />

commodities. In November 2008, LMS collaborated with the DPM/MT, DSF, UNFPA, <strong>and</strong><br />

USAID to develop a form to be used at the de<strong>part</strong>mental level to facilitate a more accurate<br />

estimate of condom use <strong>and</strong> needs at the service delivery level, where all information related to<br />

condom use is gathered to fill out the form. All services contribute to the information--VCT,<br />

sensitization, FP, HIV/AIDS, etc.--<strong>and</strong> there is space to provide data on utilization as well as for<br />

ordering commodities.<br />

III. Future Activities<br />

HIV/AIDS Prevention: In addition to continuing the ongoing technical assistance in HIV/AIDS,<br />

LMS will also work to support the MSPP in a design of the design of a model for community<br />

mobilization interventions. LMS will also support the Ministry <strong>and</strong> other <strong>part</strong>ner institutions to<br />

offer a series of activities related to World AIDS Day on December 1, 2009.<br />

<strong>Management</strong> of Commodities: LMS will continue to provide support in the management of<br />

family planning commodities <strong>and</strong> condoms throughout the country, with the goal of ensuring that<br />

commodities are available at the essential institutions in Haiti <strong>and</strong> are well managed.<br />

<strong>Leadership</strong> Development <strong>Program</strong>: LMS will continue to offer coaching to all LDP graduates as<br />

they work towards achieving their measurable results <strong>and</strong> select new challenges once they have<br />

achieved their original targets. Other LMS <strong>part</strong>ners from various institutions, notably the<br />

Women’s League of Cité Soleil, will <strong>part</strong>icipate in the LDP in the upcoming quarters. A full<br />
