Radio waves do not recognize or cease to propagate at arbitrary boundaries such ascounty lines. Strategic positioning of antennas can be used to a limited degree to directthe propagation of radio waves. As such, structures in adjacent counties can also beused to provide service in <strong>Caroline</strong> <strong>County</strong> as long as the service provider is licensed totransmit in both counties. It is recommended that co-location on existing structures beutilized to the maximum extent possible, before consideration is given to thedevelopment of new wireless telecommunications facilities. This requirement is oftenincorrectly interpreted to mean that tall towers are desirable because they canaccommodate more antennas than shorter structures. This requirement simplyrecognizes a vast inventory of existing structures, which are capable of supportingantenna installations, and is not a mandate for the construction of taller towers so as tocreate more co-location opportunities.George N. II. Existing Infrastructure and CoverageThe existing tower inventory reveals over 45 towers and Water Tanks within the countythat communications antennas can be located on. These towers are owned by privatedevelopers and wireless carriers approved by the Federal CommunicationsCommission. Each tower is designed for a specific structural loading. The structuralloading is a three dimensional loading that takes into consideration winds, Ice and snowloading. Many times individuals equate height to the ability to carry additional antennaloading. There is little correlation for this. The newer towers are designed for thedeveloper to typically carry 4 to 6 wireless carriers. Structural “Platforms” that aretypically triangular in shape are bolted to the vertical steel.These platforms are known as “Slots” on the tower.The Development community desires to maximize the investment potential for theproject. To do this, the developer specifies the structural loading for 4 to 6 slots to thetower manufacturer. The Developer markets his tower to the wireless carriers forposition on the tower. Slot#1 at the top of the tower is more valuable than Slot#6 on thebottom.The field work has reveled over 111 “slots” located on the 45 towers and water tankslocated in the county. This is an adequate amount to cover a large section of the county.The following Maps will indicate where the towers are, what coverage by individualtower and the total coverage for the county.Atlantic Technology Consultants, Inc. III. Existing InventoryThe existing towers and water tanks that are located within and slightly outside of thecounty boundaries are inventoried for the following points of data.1. Site Name2. IV. Proposed Locations for Future TowersDue to the lack of coverage in a larger geographical area of the central/eastern part ofthe county, it is necessary to plan for the wireless expansion for future growth anddemand.The county will require at some point in the future the provisioning for towers.The locations that are following are not exact locations with specific properties forconstruction, but are locations of communities that could provide a potential site.These locations are known as: Permitted Commercial Tower Development Areas orPCTDA.This study has determined that the existing infrastructure in the western, northern andcentral areas of the county along the Rt. 301, Route 1/I-95 and Route 207 areas haveAdequate towers with open “slots” for co-location of existing towers.It is the eastern and southern parts of the county that will require growth.These PCTDA’s are:PCTDA # 1:Little Page…Latitude: 37-47-45 N & 77-22-59 W with a 250’ Tower.PCTDA #2:Gather……..Latitude: 37-54-59 N & 77-12-45 W with a 250’ TowerPCTDA #3:Jack’s Fork….Latitude 37-59-20 N & 77-7-45 W with a 250’ towerPCTDA #4:Liberty Fork….Latitude 38-2-59 N & 77-9-52 W with a 250’ TowerPCTDA #5Sparta…….Latitude 37-59-30 N & 77-13-45 W with a 250’ TowerAtlantic Technology Consultants, Inc.
