Continuous improvements <strong><strong>an</strong>d</strong> adjustmentsare necessary as it adapts to internal <strong><strong>an</strong>d</strong> external ch<strong>an</strong>ges. A good <strong>regulator</strong>ysystem may take a long time to develop. However, appropriate clarity <strong>of</strong>the relationship between government <strong><strong>an</strong>d</strong> <strong>regulator</strong> is crucial to good reduction<strong>of</strong> investor risks <strong><strong>an</strong>d</strong> protection <strong>of</strong> consumer’s interests.There are three basic principles on which a <strong>regulator</strong>y system must be built: independence,tr<strong>an</strong>sparency <strong><strong>an</strong>d</strong> investor/consumer protection. This module willexamine these principles <strong><strong>an</strong>d</strong> the <strong>composition</strong> <strong><strong>an</strong>d</strong> tools necessary for a<strong>regulator</strong>y body to carry out its work effectively.1.2. Module aimsThe aims <strong>of</strong> the present module are listed below: To introduce the basics principles along which <strong>an</strong> effective <strong>regulator</strong>y systemis built; To provide <strong>an</strong> overview <strong>of</strong> the issues <strong>of</strong> independence, tr<strong>an</strong>sparency <strong><strong>an</strong>d</strong>consumer/investor protection; To show that there is no “ideal” model or structure for a <strong>regulator</strong>y body; To outline the basic functions <strong><strong>an</strong>d</strong> <strong>role</strong> <strong>of</strong> a <strong>regulator</strong>; To outline some basic <strong>composition</strong>s <strong>of</strong> <strong>regulator</strong>s <strong><strong>an</strong>d</strong> the resources they willneed at their disposal; To introduce some basic recommendations towards building a credible<strong>regulator</strong>y environment.1.3.
