By lesl control officers.(I) Newly developed Army personnel test materialsmay initially be dislributed automatically to the TCOsof the activities where they will be used. Some or all activitiesmay require a requisition. The manner of initialdistribution will be announced either by a DA circularor lemer.(2) After initial distribution, all requirements foradditional tesl materials musl be filled hy requisition.Requisitions will be sent to the US Army AG PublicationsCenler, 1665 Woodson Road, SI. Louis, MO63114. ARNG TCOs will send requisitions throughARNG publications channels to the US Army AG PublicationsCenter.(3) The AG Publications Center will provide testmalerials to designated TCOs of specific clcments of theAClive Army or Reserve Components. Thcse elcmentsare authorized or directed by Army regulalions to useArmy personnel test components. TCOs will use DAForm 4569 (USAAGPC Requisilion Code Sheet) to requisitiontest materials. The written appointment of theTCO musl either be on file with the AG PublicationsCenter or attachcd to DA Form 4569 when requisitioning.It is m<strong>and</strong>atory Ihat TCOs requisition only theamounl of test materials that are actually needed to carryoul their testing mission. This is due to paper shortages,increased printing costs, <strong>and</strong> reductions in theprinting budgct. TCOs will submit requisitions for testmaterials to the address shown in (2) above.b. Special use oj Army personnel lesls olher IhanJoreignlanguage aplilude <strong>and</strong> proficiency lesrs. Whcn testmaterials are desired for a purpose not specifically authorizedin a directive, the requisition fOT or request touse test materials will be scnt to USASSC-NCR. ALEXVA 22332, for necessary action. A detailed justificationmust accompany such a requisition or request. The justificationwill state the purpose for which the test will beused, the number <strong>and</strong> type of personnel to be tested, <strong>and</strong>the qualifications of those who will administer the test.c. Tesling oj Army civilian employees, Normally,Army personnel tests are nol used in civilian personneladministration. Approval for such use will be obtainedfrom USASSC-NCR in accordance with b above. Thisapproval must be consistent with the guidance regardingthe usc of personnel tests issued by the Office of <strong>Personnel</strong>Management (OPM) or contained in Civilian<strong>Personnel</strong> Regulations issued by HQDA.5-2. Releese of test materielsa. Release procedures.(I) Copies of Army personnel test components mayAR 611-5be released to proper representatives of Federal, State,or local government agencies; friendly foreign governments;<strong>and</strong> private organizations <strong>and</strong> individuals. Thesereleases will be made only if it does not jeopardize theusefulness of the test materials for current or future DA<strong>and</strong> DOD purposes. Also, releases must comply withthe specifications of AR 340-16, AR 340-17, <strong>and</strong> 5USC 552.(2) The DCSPER will establish policy for the releaseof Army personncl test materials (except foreignlanguage selection <strong>and</strong> proficiency tests). DCSPER willmake final determination for such release.(3) The Comm<strong>and</strong>ant, DLlFLC will set policy forthe release of foreign language aptitude <strong>and</strong> proficiencytest matcrials <strong>and</strong> will make final determination for theirrelease.(4) The DC, USASSC-NCR will release otherArmy personnel test materials in confonnance with policyestablished by DCSPER.(5) Requests for release of Army personncl testswill be sent to USASSC-NCR (ATTN: ATZINCR-MS), ALEX VA 22332. In the case of release ofArmy personnel test matcrials, the gaining Governmentagency or foreign government may be rcquested to furnishoperating statistics rcsulting from the use of thesematerials.b. Special control for forei?,n government requests.Correspondence <strong>and</strong> materials to be forwarded to friendlyforeign countries will be reviewed by the DC,USASSC-NCR for technical factors or rcasons of sensitivity.They will be transmitted as follows:(I) Replies that contain classified materials will berouted through the Assistant Chief of Staff for Intelligence(ACSI) (ATTN: DAMI-FL), WASH DC 20310,when sent to-(a) Military Assistance Advisory Groups(MAAG) <strong>and</strong> Missions.(b) Fricndly forcign attaches in <strong>Washington</strong>, DC.(c) Friendly governments to addresses outsidethe continental United States (CONUS).(2) Replies that contain only unclassified materialwill be routed as shown below.(a) Direct to Military Assistance AdvisoryGroups (MAAG) <strong>and</strong> Missions.(b) Through DAMI-FL when sent to foreign attachesor other officials of friendly foreigngovernments.(c) Through DAMI-FL when sent to anunofficial representative or nongovernmental person ofa friendly foreign country.(3) DAMI-FL will coordinate replies with the Directorof Counterintelligence (DAMI-CI) to insure thatthe release of such information is within the constraintsof national disclosure policy.5-1
