Lots of money<br />

Aqua Virginia has requested a 10%<br />

rate increase with the State Corporation<br />

Commission on current users. If this is<br />

not enough, the county is proposing in<br />

this budget an 11 to 18 cent tax increase<br />

per $100 of assessed value; $400,000 for<br />

economic development; and $570,000 to<br />

half fund the roundabout at Rt. 15 using<br />

taxpayers’ money without any guarantee<br />

of recovering any money put up in<br />

advance. Protecting taxpayers’ money is<br />

crucial in this economic<br />

environment. Building<br />

infrastructure to lure<br />

development is<br />

always a gamble.<br />

localities (Danville<br />

and Pittsylvania<br />

County) are learning<br />

this lesson the hard way. T h e y<br />

built a railway system (infrastructure) to<br />

lure a company to come with borrowed<br />

and taxpayer money without any<br />

guarantee of its use. The problem is,<br />

money has to be paid back. (A two million<br />

dollar mistake borne by the taxpayers of<br />

that area). We cannot spend our way to<br />

prosperity.<br />

Back to the budgets, we have committed<br />

$150,000 for six months for a full-time<br />

Advanced Life Support person on Lake<br />

Monticello Fire and Rescue; $250,000 for<br />

some micro fi nancing and scholarship<br />

fund for higher education; $578, 000 for a<br />

non- departmental fund and also a capital<br />

<strong>res</strong>erve fund of $325,000 to $570,000 for<br />

emergencies.<br />

Folks, I hope you get the picture. This is<br />

a lot of money (about $2.5 million dollars).<br />

The county will be asking for extra money<br />

to be set aside before it might be needed.<br />

This means the Board of Supervisors<br />

can use the money for anything without<br />

asking taxpayers approval with public<br />

hearings. Remember 1 cent in the tax rate<br />

equals $350,000.<br />

The reassessments will not take effect<br />

until 2<strong>01</strong>3 with an additional increase in<br />

the tax rate is my guess.<br />

There will be meetings in Fork Union<br />

and Lake Monticello on the budget, I ask<br />

you to show up and voice your opinions<br />

about <strong>low</strong>ering our tax rates until needed.<br />

Also the SCC should hear from current<br />

water users of Aqua Virginia.<br />

Barn yard philosophy<br />

The Virginia Legislature has passed a bill<br />

to <strong>res</strong>trict the ability of Virginia citizens<br />

to vote by increasing the identifi cation<br />

requirements. A sponsor in the house,<br />

Del. Mark Cole, despite knowing there<br />

is no systematic voter fraud in Virginia,<br />

fi gu<strong>res</strong> it best to fi x what isn’t broken<br />

so “all the animals don’t get out of the<br />

barn.” Under current law you can vote<br />

without a picture ID or some other form<br />

of identifi cation such as a Social Security<br />

card. But, fi rst you must be registered<br />

to vote and sign<br />

a statement of<br />

identification<br />

under penalty<br />

of committing<br />

a felony that is<br />

punishable by<br />

imprisonment.<br />

Looks like election offi cials have plenty of<br />

strength to keep the “barn door closed”...<br />

and have done so. By the election record<br />

of Virginia, current law is a good deterrent<br />

to voter fraud and in keeping with the<br />

founder’s idea of “one man one vote.” In<br />

passing this bill the Virginia legislature<br />

visits a bad history of barriers to voting<br />

in America that have ranged in the past<br />

from poll taxes and literacy requirements<br />

to <strong>res</strong>tricted polling places, and times.<br />

In the past these gimmicks have fallen<br />

unequally on the minorities, the poor<br />

and seniors. Gov McDonnell hasn’t<br />

committed on this bill. Encourage him<br />

not to sign. It is a potentially costly, antidemocratic<br />

solution to a non-existent<br />

problem.<br />

Taxpayers at risk<br />

In John Zehler’s commentary and ad in<br />

the Feb. 16 <strong>Fluvanna</strong> <strong>Review</strong>, he claims<br />

that “Neither the [Board of Supervisors]<br />

nor the taxpayers have assumed any<br />

risk in the roundabout as characterized<br />

erroneously by the [<strong>Fluvanna</strong>] Taxpayers<br />

Association.” Mr. Zehler is wrong. The<br />

facts are as fol<strong>low</strong>s:<br />

The state moved up construction<br />

of a Rts. 15 and 53 traffi c roundabout<br />

necessitated by a proposed shopping<br />

center. So supervisors had a choice at<br />

Thanks for the wonderful article about Gerry Kojan and her dedication<br />

participating in PATL’s Memory Box Program. Gerry is a wonderful painter who<br />

sha<strong>res</strong> her artistic ability by painting many of these boxes for the program. PATL is<br />

A Feb. 23 Internet story about a budget work session:<br />

74 cent rate puts us at the same rate as Albemarle County. I, for one, wish we had<br />

the services of Albemarle County, specifi cally the schools. –Pseudonyma<br />

Why does <strong>Fluvanna</strong> need to invent the wheel? Shouldn’t we learn from other<br />

county/local governments and see how revenue can be raised without making<br />

the homeowners bear the entire burden? We are literally taxing the county out of<br />

taxpayers. Then what? – Rashelle<br />

Seems to me that the problem is that the county has only one way to make<br />

money & that is its citizens paying tax on their property. We have let developers<br />

come in without paying the county which they have to do in other areas. Do we<br />

even charge for business licences for those currently located in the county? We<br />

have let the developers build subdivisions which means the need for more services;<br />

a need for more county spending. We have refused almost all industry requests...<br />

Our Supervisors need to wake up and fi nd other ways to make money other than<br />

A February 23 story about librarian Cyndi Hoffman:<br />

Very nice, Cyndi! This library is awesome and we know you work diligently to<br />

make it a special place for all visitors. Great job! - Roger and Carol Emerson<br />

their Dec. 21, 2<strong>01</strong>1 meeting: Insist that<br />

the developer (Zehler) of the shopping<br />

center pay his share of the roundabout<br />

earlier than he planned, delay the<br />

roundabout until the developer was ready<br />

with the money – or let taxpayers front<br />

the developer’s $285,000 share and hope<br />

he’d come up with it later. Supervisors<br />

chose the last course.<br />

Since the shopping center was the<br />

whole rationale for the $1.1 million<br />

roundabout, why not require that the<br />

developer have skin in the game instead<br />

of taxpayers? Instead, Supervisors Mozell<br />

Booker, John Gooch and Shaun Kenney<br />

voted to let the developer pay later and<br />

make taxpayers front the whole $570,000<br />

(the state paying the <strong>res</strong>t). Don Weaver<br />

and Chris Fairchild voted against.<br />

Correction: The <strong>Fluvanna</strong> Art Association will meet March 9 at 9:30 a.m. at the<br />

Fork Union Community Center. The meeting place was incorrectly reported in<br />

last week’s paper.<br />

Zehler claims taxpayers bear no risk<br />

because the county won’t let him open<br />

his center until he pays his share of the<br />

roundabout. But by having to advance<br />

Zehler’s portion out of their pockets,<br />

taxpayers clearly are taking a risk.<br />

Suppose he decides not to do his project<br />

or that he starts and then abandons it<br />

because of adverse fi nances, a worsening<br />

economy, etc.? Taxpayers will have gotten<br />

stuck for his share, never to be repaid.<br />

Even County Attorney Fred Payne<br />

advised against the deal, saying he didn’t<br />

think it was “prudent to enter into an<br />

absolute arrangement with the state<br />

based on a contingent arrangement” with<br />

the developer.<br />

But not only did supervisors opt to<br />

let taxpayers, rather than developers,<br />

lose the use of their money, supervisors<br />

chose to let taxpayers take all the risk for<br />

something the developer wanted in the<br />

fi rst place.<br />

Debate over the budget begins<br />

“There are 280 years of experience<br />

around this table and you can’t come up<br />

with a budget?” Board P<strong>res</strong>ident Shaun<br />

Kenney yelled as he walked out of the<br />

room after the Wednesday night (Feb. 22)<br />

budget work session adjourned.<br />

“And you can’t come up with a number”<br />

Bob Ullenbruch (Palmyra) called after<br />

him.<br />

It appears consensus is nowhere in<br />

sight.<br />

The evening started out civilly as the<br />

<strong>Fluvanna</strong> Board of Supervisors met with<br />

the School Board to hear their preliminary<br />

budget. Superintendent Gena Keller said<br />

after she and her staff did a lot of work<br />

fi nding ways to save money while staying<br />

true to priorities. They came up with<br />

a budget $1.4 million over last year’s<br />

budget of $34.8 million.<br />

Last month, the Board of Supervisors<br />

Budget Committee proposed raising<br />

the current tax rate of 57 cents per<br />

$100 of assessed value to 68 cents.<br />

That recommendation included cutting<br />

funding to schools by $1 million.<br />

On Wednesday, after the school board<br />

meeting adjourned, Kenney opened<br />

the Board of Supervisors budget work<br />

session. Joe Chesser (Rivanna) began<br />

by saying he wanted to give the schools<br />

what they asked for, so he was in favor of<br />

adding the six cents to the 68 cents the<br />

committee proposed, ending up with a<br />

74-cent rate.<br />

“I think that is a good step forward to<br />

trying to get ourselves on an even keel,”<br />

Chesser said. “We have to do these things<br />

to get ourselves healthy. Because when<br />

you cut things back, you pay for it later.”<br />

Mozell Booker (Fork Union) agreed,<br />

going one step further to a 75-cent rate.<br />

The one thing the budget committee’s<br />

recommendation hinged upon was<br />

having the same rate for three years.<br />

Acting County Administrator Darren<br />

Coffey reminded the Board that they<br />

agreed on working toward a moderate,<br />

sustainable budget that would help get<br />

the county out of debt.<br />

Donald Weaver (Cunningham), who<br />

is famously conservative, said he didn’t<br />

want to take the taxpayer’s money before<br />

the county needed it.<br />

“That’s like believing in Santa Claus,”<br />

Weaver said. “We’re one of the counties<br />

with the highest debt per capita in the<br />

state. If you all want to raise the budget<br />

then go ahead, you’ll be leaving me in the<br />

dust.”<br />

Kenney asked Weaver what number<br />

he was comfortable with and Weaver<br />

said he wanted to start at zero and build<br />

from there. Kenney asked Ullenbruch the<br />

same thing. Ullenbruch hesitated then<br />

asked, “Where are you?”<br />

“I’m trying to get you all to agree,”<br />

Kenney said. “I want to fi x the problem.<br />

The problem is the budget is broken. Five<br />

board members agreed to the process.<br />

You’ve broken faith in the process.”<br />

Weaver disagreed.<br />

“I don’t think there is a problem,” he<br />

said.<br />

This is Kenney’s third budget cycle.<br />

From the fi rst one, Kenney has been<br />

lauding the idea of a sustainable tax rate<br />

to get ahead of the defi cit. A sustainable<br />

rate might raise taxes a lot the fi rst year,<br />

but would stay the same for a set number<br />

of years. That philosophy, however,<br />

depends on future boards staying with<br />

the program.<br />

Weaver said that is foolhardy thinking.<br />

He also said it was pure speculation on<br />

Kenney’s part that if the board doesn’t go<br />

for a sustainable tax rate, things will get<br />

worse.<br />

“It’s just your opinion,” Weaver said.<br />

“It’s not opinion, it’s fact,” Kenney shot<br />

back.”<br />

Weaver challenged Kenney to just vote<br />

with Chesser and Booker.<br />

“That’s what you want to do,” Weaver<br />

said.<br />

“I’m not going to let you off that easily,”<br />

Kenney said.<br />

Weaver has a long history of being the<br />

lone voter against expenditu<strong>res</strong>. Weaver<br />

has been on the board longer than<br />

anyone else – more than 20 years.<br />

Several times Kenney said this board<br />

has to have the courage to fi x the budget<br />

that prior boards did not have.<br />

“You saw this coming,” Kenney said<br />

to Weaver. “Why didn’t you do anything<br />

p<strong>res</strong>entations to better inform citizens<br />

and other stakeholders as to what is<br />

currently proposed. The meetings will<br />

philosophy.”<br />

Coffey said the situation the county<br />

faces is one in which cutting more would<br />

cut into vital services on which citizens<br />

depend.<br />

“You have to fund your way out of it<br />

and have the fi scal discipline to give back<br />

the money when it’s fi xed,” he said.<br />

Chesser took his turn trying to convince<br />

Weaver and Ullenbruch of the need to<br />

vote for a sustainable budget.<br />

“If you carry on with the attitude you<br />

have, tax rates will skyrocket and it will<br />

be on the backs of homeowners,” he said.<br />

“They want their services. If you’re going<br />

to be on this board you should be trying<br />

to fi gure out how to make things better.<br />

We need to raise taxes enough to take<br />

care of the problem.”<br />

Chesser moved to adjourn the meeting.<br />

Weaver seconded. Ullenbruch said, “And<br />

I third it.”<br />

Kenney voted against adjourning, but<br />

the measure passed 4 to 1.<br />

As Kenney and Ullenbruch shouted,<br />

some in the audience appeared<br />

astonished.<br />

Bridge replacement slated<br />

for Rt. 250 at Shadwell<br />

The bridge at Shadwell on Rt.<br />

250 – a popular commuter route for<br />

<strong>Fluvanna</strong> <strong>res</strong>idents on their way to<br />

Charlottesville -- will be closed for 10<br />

weeks starting this spring.<br />

During the closing traffi c that normally<br />

uses Rt. 250 in the Shadwell<br />

area will be detoured to I-64 between<br />

Exit <strong>12</strong>4, Route 250 (Richmond Road)<br />

at Pantops Mountain and Exit <strong>12</strong>9, Rt.<br />

616 (Black Cat Road).<br />

The Virginia Department of Transportation<br />

described the bridge as<br />

“structurally defi cient and functionally<br />

obsolete…The existing concrete<br />

bridge, which was built in 1939, is<br />

signifi cantly deteriorated. The maximum<br />

weight limit for vehicles using<br />

the bridge was reduced to 15 tons in<br />

March 2<strong>01</strong>1 due to its poor condition.<br />

The center turn lane has also been<br />

closed because the deck is deteriorated<br />

in that area. Most fi re equipment<br />

and large commercial vehicles are<br />

not able to cross the bridge because<br />

of the weight <strong>res</strong>triction,” VDOT said.<br />

The bridge, which spans the Buckingham<br />

Branch Railroad trucks, now<br />

carries about 15,000 vehicles per day.<br />

VDOT and Albemarle County will<br />

hold a meeting at 2 p.m. on Friday<br />

(March 2) at the Albemarle County offi<br />

ce building located just west of the<br />

downtown mall to discuss the bridge<br />

Supervisors angrily oppose Aqua Virginia rate hike request<br />

Chairman Shaun Kenney has <strong>res</strong>ponded<br />

to Aqua Virginia’s request for a rate hike<br />

with a tersely worded letter calling the<br />

request an “undue and disproportionate<br />

request that raises serious questions<br />

about Aqua Virginia’s business practices.”<br />

“On behalf of the <strong>Fluvanna</strong> County<br />

Board of Supervisors and the 26,000<br />

citizens and taxpayers we rep<strong>res</strong>ent, I<br />

am writing to oppose in the strongest<br />

possible terms the imposed rate increase<br />

from Aqua Virginia upon the <strong>res</strong>idents<br />

of Lake Monticello,” the letter, written<br />

earlier this week, states. “Understandably,<br />

utilities are provided at a price, and the<br />

provision of our <strong>res</strong>ources comes at cost.<br />

Nowhere in the Virginia Constitution or<br />

Code of Virginia does the Commonwealth<br />

guarantee a utility the privilege of making<br />

a profi t in bad economic times.”<br />

The Lake Monticello Owners<br />

Association created an ad hoc committee<br />

to study and advise the Board of Directors<br />

on how to <strong>res</strong>pond to Aqua Virginia’s rate<br />

hike request to the State Corporation<br />

Commission. They directors will likely<br />

oppose the rate hike.<br />

Aqua Virginia Chief Operating Offi cer<br />

Greg O’Dell has said his company asked<br />

for a 9.9 percent increase overall.<br />

For the company’s more than 4,300<br />

households in <strong>Fluvanna</strong>, the increase<br />

translates into a jump in the average<br />

monthly water bill to $39.25 from $34.61<br />

and sewer bill to $90.65 from $81.50,<br />

O’Dell said. Those fi gu<strong>res</strong> are based on<br />

an average usage of about 4,000 gallons.<br />

“The increase is based on fi nancial<br />

information and capital already spent,”<br />

O’Dell told the <strong>Fluvanna</strong> <strong>Review</strong> earlier<br />

this month. “We’re not looking forward,<br />

we’re looking back.”<br />

Kenney’s letter questions that<br />

reasoning.<br />

“Aqua Virginia’s imposed rate increases<br />

more closely approximate pillage rather<br />

than profi t,” the letter states. “It is an<br />

undue and disproportionate request<br />

that raises serious questions about Aqua<br />

Virginia’s business practices.”<br />

Opposition may not do much good,<br />

however, as the state gives Aqua Virginia<br />

the authority to raise the rates before<br />

there is a fi nal ruling on the matter.<br />

“We’re al<strong>low</strong>ed to put rates in an<br />

interim affect March 31 – subject to a<br />

rebate,” O’Dell told the newspaper.<br />

That’s what happened with the last<br />

rate increase requested in June 2009.<br />

The fi nal order wasn’t issued until more<br />

than a year later in Oct. 2<strong>01</strong>0, but Aqua<br />

Virginia customers’ started paying the<br />

increase long before that fi nal order.<br />

Those who overpaid were issued a rebate<br />

check by Aqua Virginia.<br />

LMOA Treasurer Cliff Altschull is not<br />

opposed to the ad hoc committee looking<br />

into the rate increase. He said the Board<br />

of Directors will likely opposed it, but he<br />

fears it will do no good.<br />

Altschull said the sewage treatment<br />

plant was old when Aqua Virginia<br />

acquired it and was in need of statemandated<br />

repairs. The rate increase is<br />

likely to be imposed no matter how much<br />

people protest, he said at the LMOA Board<br />

meeting Thursday (Feb. 23).<br />

“This one (rate increase) is based on<br />

upgrading sewer pumps,” Altschull said.<br />

“I’m not defending the increase, but the<br />

fact is they were sold old equipment that<br />

needed to be upgraded.”<br />

County’s suit against Davenport dismissed<br />

<strong>Fluvanna</strong> County Circuit Court Judge<br />

Benjamin N.A. Kendrick Thursday (Feb.<br />

23) dismissed the $18 million lawsuit<br />

the <strong>Fluvanna</strong> Board of Supervisors<br />

fi led against Davenport & Co. LLC, the<br />

company that advised the supervisors on<br />

bonds to fund the new high school.<br />

In a statement e-mailed to the <strong>Fluvanna</strong><br />

<strong>Review</strong>, lawyers rep<strong>res</strong>enting Davenport<br />

said:<br />

“We are pleased that the lawsuit fi led<br />

by the <strong>Fluvanna</strong> Board of Supervisors<br />

has been dismissed. We have always<br />

been confi dent that Davenport would<br />

prevail on the merits of the case, and we<br />

remain so, because throughout our long<br />

relationship with <strong>Fluvanna</strong> County we<br />

always acted in the county’s best inte<strong>res</strong>t.<br />

We are gratifi ed that all parties will be<br />

spared the time and expense of a trial on<br />

this meritless claim.”<br />

Full text of the letter sent to Aqua Virginia:<br />

On behalf of the <strong>Fluvanna</strong> County Board of Supervisors and the 26,000 citizens<br />

and taxpayers we rep<strong>res</strong>ent, I am writing to oppose in the strongest possible<br />

terms the imposed rate increase from Aqua Virginia upon the <strong>res</strong>idents of Lake<br />

Monticello.<br />

Aqua Virginia needs to be reminded that Virginia is a Commonwealth fi rst and<br />

foremost. Our <strong>res</strong>ources do not belong to the utilities that provide them. Rather,<br />

our <strong>res</strong>ources – and in this particular instance, the water from the Rivanna River<br />

– belongs to all the citizens of the Commonwealth of Virginia.<br />

than profi t. It is an undue and disproportionate request that raise serious questions<br />

about Aqua Virginia’s business practices.<br />

Understandably, utilities are provided at a price, and the provision of our<br />

does the Commonwealth guarantee a utility the privilege of making a profi t in bad<br />

economic times.<br />

In tough economic times, there are many who are seeking to turn a profi t in any<br />

way possible. Aqua Virginia’s profi teering based upon the delivery of as basic a<br />

<strong>res</strong>ource as water deserves both intensive scrutiny and an immediate investigation<br />

by the State Corporation Commission.<br />

Aqua Virginia’s rate increases upon already st<strong>res</strong>sed homeowners is iniquitous<br />

and wrong. In the strongest possible terms, I ask you to reject this rate increase<br />

and investigate ways of driving down water utility rates in the Commonwealth.<br />

Not so fast, said Board P<strong>res</strong>ident Shaun<br />

Kenney.<br />

“This is not an unexpected decision,”<br />

Kenney said. “The board will discuss this<br />

and more than likely vote to take it to the<br />

Supreme Court.”<br />

Davenport had a long relationship with<br />

the board, advising it for more than 15<br />

years before being replaced in 2<strong>01</strong>0.<br />

The lawsuit claimed Davenport<br />

took advantage of that long-standing<br />

relationship for its own benefi t.<br />

The suit, fi led about six months<br />

ago, accused Davenport offi cials of<br />

deliberately misleading the board<br />

regarding the best method to fi nance the<br />

school construction. Davenport offi cials<br />

advised the board not to consider<br />

funding through the Virginia Public<br />

Schools Authority (VPSA) which offered<br />

a more favorable inte<strong>res</strong>t rate because<br />

VPSA loans could not be refi nanced, the<br />

suit alleged. In fact, VPSA bonds can be<br />

refi nanced, the suit claimed.<br />

The county claimed that Davenport<br />

steered the county away from the<br />

VPSA fi nancing because Davenport was<br />

prevented from dealing with VPSA on<br />

behalf of clients because of an ongoing<br />

relationship between Davenport and<br />

VPSA. If the county chose VPSA fi nancing,<br />

Davenport would have had to withdraw<br />

from rep<strong>res</strong>enting the county which<br />

would have <strong>res</strong>ulted in the fi rm losing<br />

fees, the suit stated.<br />

The heart of the legal action is a claim<br />

that Davenport received excessive fees,<br />

caused <strong>Fluvanna</strong> County to be liable for<br />

nearly $18 million in excess inte<strong>res</strong>t<br />

payments and gave deceptive and selfserving<br />

advice.<br />

Davenport vigorously denied the<br />

allegation, saying in an e-mail that<br />

Davenport “stands behind the advice<br />

given to <strong>Fluvanna</strong> County one hundred<br />

percent.”<br />

The new high school will open for<br />

the 2<strong>01</strong>2/2<strong>01</strong>3 school year and cost the<br />

county $73 million.

The <strong>Fluvanna</strong> Flying Flucos boys<br />

basketball team won a second<br />

consecutive Region II, Division 3<br />

title Saturday (Feb. 25) by scoring an<br />

imp<strong>res</strong>sive 64-57 win over a talented<br />

John Handley High team from<br />

Winchester. The Flucos are now 23-3<br />

and go to the state tournament on this<br />

coming weekend (March 2 or 3) were<br />

they will play James Monroe High from<br />

Fredericksburg.<br />

The Flucos were led in this victory<br />

as they have been all season, by senior<br />

guard Ya Ya Anderson who scored 31<br />

points, and recorded six rebounds<br />

and eight assists. F<strong>res</strong>hman guard<br />

Vinnie Agee had 16 points and six<br />

rebounds, while senior post player<br />

Taylor Lintecum had 10 points and fi ve<br />

rebounds.<br />

Handley, a team that handed the<br />

Flucos one of their three losses to<br />

date, fi elded a squad with imp<strong>res</strong>sive<br />

front court size and a couple of sharp<br />

shooting gunners in the back court.<br />

The Judges of Handley were 18-5 on<br />

the year, and they opened the game<br />

in a confi dent fashion. Utilizing their<br />

size on the inside, and their three point<br />

shooting on the outside, the Judges ran<br />

off to a 13-4 lead midway through the<br />

opening quarter. It did not look good for<br />

the Flucos. However, the Flucos were<br />

not giving up that early. They strung<br />

together three baskets: a rebound put<br />

back by Agee, a lay-up by Lintecum on<br />

an Anderson feed, and a nice driving<br />

lay-in by Anderson, to get back in the<br />

game. The quarter ended with Handley<br />

up 17-13.<br />

The Flucos opened the second<br />

quarter strong. Anderson had a tip in<br />

and a spectacular drive, and one, for<br />

a three point play. The Flucos took<br />

the lead 21-20 on two free throws by<br />

Lintecum. The Judges <strong>res</strong>ponded late<br />

in the quarter with back to back three<br />

pointers, and the Flucos were down<br />

by four at the break 32-28. Anderson<br />

had eight in quarter and 16 in the half.<br />

composure and play our game.” The<br />

message was effective.<br />

The Flucos came out strong in<br />

the third quarter. They moved the<br />

ball crisply for open shots and their<br />

agg<strong>res</strong>sive team defense shut down the<br />

Judges. Vinnie Agee led the way with<br />

nine in the quarter including two key<br />

three pointers. The Flucos won the<br />

quarter 20-14 to take a 48-46 lead into<br />

the fi nal stanza.<br />

Fluco boys win Region II championship again<br />

Not surprisingly, the fourth quarter<br />

was extremely intense. Handley<br />

opened the quarter with a basket to<br />

tie the game, but Anderson <strong>res</strong>ponded<br />

with three point basket, and the Flucos<br />

never trailed thereafter. Anderson and<br />

junior guard Brad Bullock both made<br />

imp<strong>res</strong>sive blocks on inside attempts<br />

by Handley big men, and senior post<br />

player Jake Smith hit a key turn around<br />

shot from the lane to put the Flucos up<br />

55-50. The Judges were forced to foul<br />

late in the game and Anderson hit fi ve<br />

three throws, as time wound down, to<br />

secure the win.<br />

The Flucos reached the Region II<br />

Division 3 fi nals by winning their<br />

quarter fi nal game over Warren County<br />

High by a decisive 83-56 score (on<br />

Feb. 21), and by narrowly edging<br />

Charlottesville 47-46 in the semi-fi nal<br />

(on Feb. 23).<br />

The Charlottesville game was very<br />

similar to the win over Handley.<br />

The Flucos started s<strong>low</strong> and were<br />

down by four after the fi rst quarter.<br />

Charlottesville maintained and built<br />

its lead in the second quarter and the<br />

Flucos went to the locker room down<br />

29-22. Anderson had <strong>12</strong> of the Flucos’<br />

22 and Bullock was the only other<br />

Fluco with more than one basket. He<br />

had four points at the half. The Flucos<br />

turned the game around in the third<br />

quarter, as Agee had eight, including<br />

two three pointers, and Anderson sank<br />

six free throws. The Flucos outscored<br />

the Black Knights by 10 in the quarter<br />

and took a 38-34 lead to the fi nal stanza.<br />

The Flucos defense was outstanding as<br />

it held Charlottesville to a mere fi ve<br />

points in the third quarter.<br />

Charlottesville opened the fourth<br />

quarter with six points to go up 40-38.<br />

Anderson <strong>res</strong>ponded with a powerful<br />

drive to the basket to tie it back up.<br />

Charlottesville immediately went back<br />

on top due to a three pointer. Anderson<br />

scored again and Agee put the Flucos<br />

back on top 44-43 with 3:45 left in<br />

the game. A rebound put back gave<br />

the Black Knights the lead again. Both<br />

teams played deliberately from that<br />

point on and neither team was making<br />

its free throws. With forty-six seconds<br />

left and Charlottesville leading 46-44,<br />

Anderson was fouled on a drive to the<br />

basket, and he went to the line with a<br />

chance to tie the game. He hit the fi rst,<br />

but missed the second.<br />

Anderson was not to be denied,<br />

however. He agg<strong>res</strong>sively grabbed the<br />

rebound off his miss, and snaked in<br />

for a lay-up to put the Flucos on top.<br />

Despite the fact that they trailed by a<br />

point, the Black Knights held the ball<br />

for the last shot. A three point attempt<br />

for the corner was just long, and the<br />

Flucos were on to the fi nals, and into<br />

the state tournament.

In their quarter fi nal game, the Flucos<br />

faced the thoroughly outmatched,<br />

eighth seeded, Wildcats from Warren<br />

County. With Anderson scoring <strong>12</strong> in<br />

the fi rst quarter, the Flucos ran to a<br />

23-13 lead after eight minutes. They<br />

boosted their lead to 21 at half time<br />

42-21, and coasted to an 83-56 win.<br />

Coach Rateau was able to give his<br />

young bench players some valuable<br />

play-off experience in the fi nal stanza.<br />

Anderson had 26 in the game, while<br />

f<strong>res</strong>hmen Vinnie Agee and Jalen<br />

Harrison had 16 and 11 <strong>res</strong>pectively.<br />

Although Anderson obviously led<br />

the way through the regionals for the<br />

Flucos with 26, 25 and 31 points in the<br />

three games, Coach Rateau correctly<br />

emphasized after the win over Handley<br />

that the whole season has been a team<br />

effort. This team moves the ball well,<br />

fi nds the open man well, and defends<br />

extremely well. Rateau also lauded his<br />

entire team, including those who see<br />

little playing time, as they “push our<br />

starters hard every day in practice.”<br />

Finally, Rateau lauded the Fluco<br />

crowd. The Shoebox was packed to<br />

capacity for the semi-fi nal, and the<br />

fi nal, and the crowd was loud, but not<br />

rowdy. At the college level some small<br />

and raucous gyms became famous as<br />

the homes of elite teams that were<br />

simply unbeatable in front of their<br />

faithful. Those gyms are mostly gone<br />

now, replaced by larger more antiseptic<br />

facilities. If elite college teams were<br />

unbeatable in that type of facility, it<br />

stands to reason that elite high school<br />

teams like the Flucos would also be<br />

extra ordinarily hard to beat in such a<br />

place. The Flucos wish the Shoebox a<br />

fond farewell.<br />

Comcast upgrades to digital<br />

Many at Lake Monticello will be<br />

affected by the Comcast Digital<br />

Migration known as Xfi nity. Simply put,<br />

Comcast is upgrading its network to<br />

include only those channels available<br />

as part of the Expanded Basic channel<br />

lineup. In others, they are upgrading<br />

both the Expanded Basic and Limited<br />

Basic channels to<br />

all digital. Many<br />

Lake <strong>res</strong>idents<br />

have received<br />

letters in the mail<br />

explaining which<br />

applies to them.<br />

To participate<br />

in the upgrade,<br />

every customer<br />

would either have<br />

to have a Digital Set-Top Box or Digital<br />

Adapter. However, one problem has<br />

arisen at Lake Monticello that no one<br />

seemed prepared for – the local Lake<br />

Monticello channels would disappear.<br />

After speaking with two<br />

rep<strong>res</strong>entatives and one technician,<br />

according to Comcast, the signal may<br />

only come through on those who<br />

have the HD cable boxes and receive<br />

channels 977 and 978, the equivalent<br />

of channels 10 and 14. Those wishing<br />

to keep access to broadcast HD<br />

channels, would have to receive the<br />

Limited Basic channels (including<br />

broadcast HD) without Comcast<br />

equipment. This would include those<br />

who care very little about what is on TV<br />

and who choose not to upgrade. The<br />

Digital Adapter does not support HD<br />

signals. The Expanded Basic channels<br />

or higher channel levels wouldn’t be<br />

accessible.<br />

According to a Comcast technician,<br />

Lake Monticello would have to upgrade<br />

their digital equipment. Co-chair of<br />

the Broadcast Committee, Jerry Steffel<br />

stated,<br />

channels 10 and 14, and that shows<br />

up as channels 977 and 978. I had a<br />

last week, and he didn’t say anything<br />

about having to update our gear.”<br />

“We talked at length about this at<br />

our monthly meeting,” said co-chair<br />

Ron Krausse and host and one of<br />

the producers of This Week At The<br />

Lake. “It appears that the channels<br />

10 and 14 we’ll<br />

be getting are<br />

ours.”<br />

recently drove to<br />

the Comcast offi ce<br />

in Charlottesville<br />

since their phone<br />

number at the local offi ce had been<br />

disconnected for incoming calls.<br />

“My calls to their “800” number<br />

proved to be less than informative,”<br />

said Altschull. “The two customer<br />

service rep<strong>res</strong>entatives on duty were<br />

very uninformed. However, they did tell<br />

me that every TV, whether old or new,<br />

would require a separate box to be able<br />

to receive any cable signal effective<br />

March 6, because on that date all of<br />

the signals would be scrambled. So if<br />

you go to Best Buy tomorrow and buy<br />

a brand new 2<strong>01</strong>2 model TV you will<br />

still need a box attached to it to be able<br />

to receive a signal,” added Altschull.<br />

“Beyond that detail everything else<br />

they attempted to tell me was in one<br />

way or the other confusing. After one<br />

hour they fi nally said they would have<br />

a rep call me. I am still waiting for that<br />

call.”<br />

Altschull adds Comcast knew<br />

nothing about the LMOA local channels<br />

or what would happen to them on<br />

March 6. Altschull did fol<strong>low</strong> up and is<br />

waiting to also hear back from Comcast<br />

technician that lives at the Lake.<br />

But now the entire matter has<br />

been turned over to the new general<br />

manager and the fate of the local<br />

channels will be determined by what<br />

Ms. Neelley fi nds out from Comcast.<br />

Sports banquet celebrates outstanding athletes<br />

It is a very common tradition for high<br />

schools to hold banquets at the end of<br />

the fall, winter and spring sports seasons.<br />

These “banquets” al<strong>low</strong> coaches, parents,<br />

siblings and other relatives to honor<br />

the achievements of a school’s hard<br />

working athletes. <strong>Fluvanna</strong> County High<br />

School held its winter sports banquet<br />

on Wednesday ( Feb. 22). There were a<br />

large number of athletic achievements to<br />

acknowledge.<br />

The fi rst coach to speak at this<br />

banquet was Coach Craig Edgerton, who<br />

coached the Flucos fi rst forensics team in<br />

competition this winter. A debate team is<br />

not what many people would expect at a<br />

sports banquet, but forensics is monitored<br />

by the VHSL in the same manner as more<br />

traditional sports. Therefore, the forensic<br />

teams’ achievements are honored at the<br />

winter banquet just as the academic<br />

teams’ achievements are honored at<br />

the fall banquet. It certainly is true that<br />

debate exercises the mind and that<br />

debaters need to be as disciplined and<br />

well rehearsed as traditional athletes.<br />

Coach Edgerton announced that his team<br />

achieved fi ve fi rst place fi nishes at the<br />

District meet. A total 20 students took<br />

part in the District meet, and 15 went on<br />

to the Regional meet.<br />

<strong>Fluvanna</strong> Forensics is sending six<br />

students to states. The team placed 3rd<br />

overall, out of 16 schools in the Region,<br />

missing 2nd by 1 point.Senior Katie<br />

Wilson, took 1st place in Storytelling.<br />

Senior Austin Pollard, took 1st place in<br />

Prose. Junior Camden Cassell, took 2nd<br />

place in Humorous Interpretation. (he<br />

missed 1st place by 1 point). Senior Zoe<br />

Jones and Sophomore Morgan Shepherd,<br />

took 2nd in Serious Dramatic Duo<br />

Interpretation. Senior Kelly Douma, took<br />

3rd place in Original Oratory.<br />

The VHSL State Forensic competition<br />

will be held at Harrisonburg High School<br />

on March 24.<br />

Coach Craig Connor reported that the<br />

Fluco w<strong>res</strong>tling team had a mixed season.<br />

W<strong>res</strong>tling a very diffi cult schedule, the<br />

team recorded an overall record of<br />

15-18. Six Fluco w<strong>res</strong>tlers went to the<br />

Regional meet, and senior Ben Lacey<br />

and junior Justin Zimmerman went on<br />

to compete in the State meet. After the<br />

banquet, Coach Connor advised that Ben<br />

Lacey was unable to attend the banquet<br />

because he was out of town accepting<br />

his commission to United States Military<br />

Academy at West Point. Becoming a<br />

cadet is an accomplishment that exceeds<br />

athletic excellence.<br />

Coaches Connie Banton and Jimmy<br />

Small reported on the considerable<br />

success enjoyed by the boys’ and girls’<br />

swim teams. Coach Small reported that<br />

his team.had “its best season ever.” The<br />

boys’ team placed third in the Jefferson<br />

District and eleven Fluco boys traveled to<br />

the State meet. The top performance at<br />

the State meet for the boys was turned in<br />

by Bryce Campanelli, who fi nished third,<br />

in the dive event. Coach Banton reported<br />

that her girls’ team also fi nished third<br />

in the Jefferson district. She noted that<br />

her team “far exceeded expectations”<br />

this year. Four of the girls’ teams’ relay<br />

squads went to the State tournament and<br />

four individual competitors also went to<br />

States. Three of the four were in dive, and<br />

event in which the Fluco swim and dive<br />

team excels. Kelsey Schlein was the top<br />

fi nisher in dive for the Flucos, placing<br />

eleventh.<br />

Coach Chad White reported that<br />

although the girls’ basketball team did<br />

not achieve as many wins as she hoped<br />

for, he “believes the future is bright.” He<br />

noted that although the team experience<br />

some tough times, all fourteen of his<br />

players stuck with the team to the end<br />

and many will be back next year. He<br />

reported that senior post player Millicent<br />

Williams was name second team All<br />

Jefferson District.<br />

Coach Munro Rateau reported that the<br />

boys’ basketball team is still in action.<br />

The team was preparing for the Region<br />

II semi-fi nal game with Charlottesville at<br />

the time of the banquet. It reached the<br />

semi-fi nal by easily winning its opening<br />

Regional game, over Warren County the<br />

night before the banquet. Coach Rateau<br />

announced that: senior post player<br />

Jake Smith received Jefferson District<br />

honorable mention honors, senior post<br />

player Taylor Lintecum was selected to<br />

2 nd team All-Jefferson District, and that<br />

senior guard Ya Ya Anderson was fi rst<br />

team All-Jefferson District. Anderson was<br />

also Jefferson District Player of the Year,<br />

for the second year in a row. Athletic<br />

Director Scott Morris noted that Rateau<br />

failed to mention Rateau’s selection as<br />

Jefferson District Coach of the Year.<br />

The fi nal coaches to the microphone<br />

were Coaches Rose Brogan and Tom<br />

Casto who reported on the Flucos indoor<br />

track season. Coach Brogan reported<br />

that the girls’ team had a “great season”,<br />

which may be an understatement. The<br />

team fi nished fi rst in the important FUMA<br />

invitational and captured the Jefferson<br />

District crown. The team had multiple<br />

All-Jefferson District performers several<br />

of them in multiple events. All Region<br />

II performers were: Courtney Searcy in<br />

the shot put, Nicki Douma in the 1000<br />

meter, Aesia Tolliver, Emily Farina, Greer<br />

Brown and Maddy Klein in the 4X200m<br />

relay, Greer Brown in the high jump,<br />

triple jump and the 55m hurdles, Maddy<br />

Kline in the 300 meter, the High jump<br />

and the 500 meter, and Hannah Meader<br />

in the long jump, the triple jump and<br />

the pole vault. Regional championships<br />

were won by Kline in the 500 meter race<br />

and Meador in the pole vault. A number<br />

of school records were broken during<br />

the year. Brown broke three different<br />

school records, and Douma broke two,<br />

including a new record in the 1600 meter<br />

which eclipsed a long standing record<br />

established by Coach Brogan. Going on to<br />

the State met for the girls will be: Brown,<br />

Kline, Tolliver, Farina, Douma, LaDietra<br />

Jackson, Searcy and Meador.<br />

The boys’ team under Coach Casto was<br />

5 th in the Jefferson District, but had some<br />

outstanding individual performers. Ten<br />

of the boys achieved All-Jefferson District<br />

times, heights or distances. The Fluco<br />

boys wer 10 th in the Region. The fol<strong>low</strong>ing<br />

boys were All-Region II Dylon Garrett in<br />

the pole vault, Bryan Kenward in the 55m<br />

hurdles, Chance Parmly in the pole vault<br />

and the 4X800 meter relay team of Kevin<br />

Hogan, Nate Ludwig, Chris Markham<br />

and Travis Moe. Parmly was Region II<br />

champion in the pole vault setting a new<br />

Region II record with a vault of 15 feet.


Fluco sports in review<br />

Boys’ basketball<br />

On Feb. 21, the boys’ basketball team<br />

played against Warren. The fi nal score<br />

was 82-56 with <strong>Fluvanna</strong> taking the<br />

win. Highlights of the night included<br />

f<strong>res</strong>hmen Jalen Harrison and Vinny<br />

Agee who performed amazing dunks<br />

on Warren.<br />

Next, the boys took on the Charlottesville<br />

Black Knights on Feb. 23. Senior<br />

YaYa Anderson made his fi rst free<br />

throw, only to miss his second one.<br />

Luckily for the Flucos, the Knights also<br />

missed their shot. As the game came<br />

down to its nail-biting conclusion, and<br />

with only a minute to go, Anderson<br />

scored the winning basket, giving <strong>Fluvanna</strong><br />

a 47-46 win. This was the fourth<br />

game the Flucos have played against<br />

Charlottesville in the regional fi nals,<br />

winning only three.<br />

On Feb. 25, the Flucos nailed down<br />

the victory that secured them a win<br />

at the Regional II Division 3 championships.<br />

Taking on John Handley, the<br />

Flucos pulled out a 64-57 victory, with<br />

Anderson scoring 31 points, eight assists<br />

and six rebounds. F<strong>res</strong>hman Vin-<br />

ny Agee also scored a signifi cant 15<br />

points.<br />

Meanwhile, for the second year in a<br />

row, YaYa Anderson was named Region<br />

II Division 3 Player of the Year, while<br />

Fluco coach Munro Rateau again received<br />

Coach of the Year.<br />

“Every game from here on out is<br />

more important than ever,” said player<br />

Jalen Harrison, “because you either<br />

win or you’re done for the season and<br />

we want to send our seniors out with<br />

a state championship.” The Flucos will<br />

play James Monroe on March 2 at 8:45<br />

p.m. at the James Madison University<br />

Convocation Center at James Madison<br />

University.<br />

Indoor track<br />

The Fluco girls had their district<br />

meet at Fork Union Military Academy<br />

on Feb. 8. Senior Greer Brown placed<br />

3rd in long jump with 15 ft and 9 in.,<br />

while sophomore Hannah Meador<br />

placed 5th with 15 ft and 6 in. In the<br />

women’s high jump, Brown placed<br />

1st with 5 ft. She also placed 2nd in<br />

the triple jump with 34 ft. Meanwhile,<br />

Pinewood Derby: Cub Scout Pack 138 celebrated<br />

its 10th Annual Pinewood Derby on Feb. 11 at Central<br />

Elementary. This year saw a record 102 wooden cars made<br />

by Scouts, siblings, adults, and leaders. The fastest car<br />

belonged to Wolf Scout Dilan M. with a speed of 160.4 mph.<br />

Other fi rst place winners were Tiger Scout Zachary D., and<br />

Webelos Scout Graham N. Thirteen trophies were awarded<br />

for the top three fi nishers in each rank and the family<br />

category. Rhett J. won the trophy for best in show. Scouts and<br />

family crowded around the four lane derby track to watch<br />

their cars head to the fi nish line. Good sportsmanship was<br />

on display the whole day. There were smiles on everyone’s<br />

face whether they won or lost. The excitement continued<br />

on Sunday with the 10th Annual Blue and Gold Banquet.<br />

This was a celebration of Scouting’s 102nd birthday and<br />

to recognize all of the Scouts and Scout leaders hard work.<br />

The over two hundred in attendance were treated to a visit<br />

from Smokey the Bear, good food, a family photographer,<br />

awards, and a special Arrow of Light award ceremony.<br />

4H Sport Shooting club started<br />

About 20 kids from <strong>Fluvanna</strong> and Louisa gathered<br />

with their parents Sunday (Feb. 26) in a room at Zion<br />

Methodist Church to hear about a 4H Sport Shooting<br />

Club.<br />

Kaleb Rinaca, 15, of <strong>Fluvanna</strong>, is inte<strong>res</strong>ted in joining<br />

because he “just wants to see what it is like.” His<br />

dad, Todd Rinaca, is a former member of the military<br />

and shoots recreationally.<br />

Jerry Reimers, of <strong>Fluvanna</strong>, sat with his daughters,<br />

Jordan, <strong>12</strong>, and Megan, 9, listening to the p<strong>res</strong>entation.<br />

He said both have been inte<strong>res</strong>ted in shooting<br />

ever since he took them to a shooting range about a<br />

year ago.<br />

“They asked me to take them out and they loved<br />

it,” Reimers said. “Jordan got a bulls eye the fi rst time<br />

out.”<br />

Thompson told those gathered that the main goal of<br />

the shooting program is to teach the <strong>res</strong>ponsible and<br />

safe use of fi rearms.<br />

Thompson showed the prospective marksmen a<br />

video that said shooting is one of the fastest growing<br />

sports. More than 300,000 are involved in 4H shooting<br />

sports, according to the video. Kids between the<br />

ages of nine and 18 can join the club.<br />

Travis Cash, who is a former member of the U.S.<br />

Army, will teach rifl e shooting while <strong>Fluvanna</strong> Extension<br />

Agent John Thompson will teach shotgun shooting.<br />

He said they’ll be using 20-gauge shotguns and<br />

air rifl es.<br />

“Because shooting is inherently dangerous, we’re<br />

going to have a safety review before every practice,”<br />

John Thompson said.<br />

Safety is key, he said. Even when shooters bring a<br />

gun in a case, he will expect them to know which end<br />

the muzzle is pointing. Shooters will be given ammunition<br />

as they need it and not before each bullet is<br />

accounted for, he said.<br />

“It’s like Barney Fife – you get one round at a time,”<br />

John Thompson said referring to the much loved but<br />

hapless deputy on the Andy Griffi th Show who had to<br />

keep his one bullet in his pocket to avoid an accidental<br />

shooting.<br />

Jenny Thompson said the group plans to begin with<br />

rifl e and shotgun and will add other disciplines, such<br />

as archery and muzzle-loading as the group grows.<br />

Cash said the marksmen will learn to shoot in four<br />

positions: prone, seated, kneeling and standing.<br />

“This is the junior version of the shooting sports<br />

you see in the Olympics,” he said. “We’ll be teaching<br />

you high-quality marksmanship skills.”<br />

Eventually, the group could take part in 4H regional<br />

marksmanship competitions.<br />

Shooters can use their own guns, John Thompson<br />

said. He put in for a grant, but he hasn’t heard yet<br />

what form it will take – whether he’ll get a check to<br />

buy what the group needs, or if materials will be provided.<br />

It is possible, he said, that the grant will al<strong>low</strong><br />

him to buy guns if students need them. 4H will provide<br />

eye and ear protection, but shooters can bring<br />

their own.<br />

Megan may want to bring her own. Her dad said she<br />

had to have pink earmuffs and pink safety glasses.<br />

The next meeting for those inte<strong>res</strong>ted will be held<br />

at 2 p.m. March 11 at Zion Methodist Church on Zion<br />

Road. Shooting will begin March 25 at a location yet<br />
