O<strong>the</strong>r Work ItemsClearinghouse for Incident Handling ToolsYuri Demchenko mentioned that <strong>the</strong> clearinghouse page on <strong>the</strong> <strong>TF</strong>-<strong>CSIRT</strong> Web sitecontains links to freely available tools. It had been agreed earlier to discuss what to doabout commercial tools and comments on <strong>the</strong>m. He invited everyone to send him moreinformation about tools.Andrew Cormack reported that CERT/CC has stopped maintaining <strong>the</strong>ir archive <strong>of</strong> toolsbecause it was too much work.The <strong>meeting</strong> concluded that <strong>the</strong> reference page to tools should be kept on <strong>the</strong> <strong>TF</strong> -<strong>CSIRT</strong>Web site. If possible some testimonials on tools should be added. Yuri Demchenko willinitiate a discussion on <strong>the</strong> <strong>TF</strong>-<strong>CSIRT</strong> mailing list.13. Encouraging and Assisting New <strong>CSIRT</strong>sGorazd Bozic mentioned that it is difficult to convince networks that <strong>the</strong>y should have a<strong>CSIRT</strong>. For example in August he had given a presentation at a CEENet workshop andfound that <strong>the</strong>re are almost no <strong>CSIRT</strong>s in <strong>the</strong> Central and Eastern European countries.Funding is <strong>the</strong> big problem <strong>the</strong>re. A Europe directive might encourage <strong>the</strong> establishment<strong>of</strong> <strong>CSIRT</strong>s in those countries that are preparing to join <strong>the</strong> EU.There were really two actions here: raising awareness, convincing networks that <strong>the</strong>yshould have a <strong>CSIRT</strong>; and helping those networks that do want to establish a <strong>CSIRT</strong>.David Parker mentioned that this awareness raising was one <strong>of</strong> his main activities in <strong>the</strong>UK. There are national infrastructure protection agencies in o<strong>the</strong>r countries, and <strong>the</strong>ycould play a role here.Claudia Natanson said that <strong>the</strong> arguments for establishing a <strong>CSIRT</strong> must be very differentfor commercial and for non-commercial networks. One question is whe<strong>the</strong>r a network isgoing to save money by having a <strong>CSIRT</strong>. She had some material on that from her ownexperience, which she would bring to <strong>the</strong> next <strong>meeting</strong>. A suggestion would be to ask <strong>the</strong>CEC for money to commission a study into <strong>the</strong> cost-benefits <strong>of</strong> having a <strong>CSIRT</strong>.14. Date and Venue <strong>of</strong> Next MeetingThe next <strong>meeting</strong> will be hosted in Barcelona by ESCERT on 18 and 19 January 2001.It was decided that <strong>the</strong> <strong>meeting</strong> after that will be in <strong>the</strong> spring <strong>of</strong> 2001, but not combinedwith <strong>the</strong> FIRST conference in Toulouse.
