THE PEPPOL PROJECT: CROSS BORDER E-PROCUREMENT IN PUBLIC ADMINISTRATIONS 713the transmission of the delivery <strong>in</strong>structions of the ordered goods orservices from the supplier.Order<strong>in</strong>g is an important phase of the public procurement processand has a tight connection with <strong>in</strong>voic<strong>in</strong>g and strongly affects the otherphases, from catalogue to payment. There is a strong desire from bothAward<strong>in</strong>g Entities and Economic Operators for automation andefficiency across the procurement process. This requires an <strong>in</strong>formationmodel ensur<strong>in</strong>g a flow of <strong>in</strong>formation between different parts of theprocess and models ensur<strong>in</strong>g data synchronisation. The goal is toimplement a European Order<strong>in</strong>g<strong>in</strong>g (EOI) framework that allows SME’sto adopt eOrder<strong>in</strong>g <strong>in</strong> an effective way to lower their cost of entry andoperat<strong>in</strong>g costs.The PEPPOL project will analyse the eOrder<strong>in</strong>g process and seek toimplement and pilot arrangements for the exchange of eOrder<strong>in</strong>gdocuments between all participants and related economic operators.Processes will be benchmarked and good practices highlighted andcommunicated.eInvoic<strong>in</strong>gThe eInvoic<strong>in</strong>g process deals with the claim for payment for thegoods and services that have been either ordered or delivered, received orconsumed under the conditions agreed by the buyer and supplier.eInvoic<strong>in</strong>g l<strong>in</strong>ks the two important value cha<strong>in</strong>s, the procurement processand the payment process. Invoic<strong>in</strong>g is an <strong>in</strong>tegrated and significant partof the procurement process, as well as the start<strong>in</strong>g po<strong>in</strong>t for the paymentprocess. Invoic<strong>in</strong>g is the subject of legal restrictions that are differentfrom country to country, which has created barriers for cross border<strong>in</strong>voic<strong>in</strong>g. eInvoic<strong>in</strong>g is a part of an electronic procurement processaim<strong>in</strong>g for automation and efficiency. It is based on an <strong>in</strong>formationmodel ensur<strong>in</strong>g flow of <strong>in</strong>formation between different parts of theprocess. eInvoic<strong>in</strong>g, creat<strong>in</strong>g efficiency and certa<strong>in</strong>ty, has the potential tounleash great sav<strong>in</strong>gs and release resources for more <strong>in</strong>novation. ThePEPPOL goal is to implement a European eInvoic<strong>in</strong>g (EEI) frameworkthat allows SMEs to adopt eInvoic<strong>in</strong>g <strong>in</strong> an effective way to lower theircost of entry and operat<strong>in</strong>g costs.
