1. INTRODUCTIONThe Arizona Eastern Railway, in cooperation with the Historic Globe MainstreetProgram and the Apache Gold Casino Resort, operated demonstration excursion railservice between downtown Globe and the Apache Gold Casino in early 2006 to evaluatethe feasibility of implementing permanent excursion rail service between those two points.(See Figure 1)FIGURE 1. 2006 DEMONSTRATION EXCURSION RAIL SERVICE“Spike,” the 1930 rail car used forthe demonstration excursionservice between Globe and theApache Gold Casino, prepares todepart from the Globe depot. The stopis located approximately 50 yards fromthe entrance to the casino.—Lima & Associates photoThe equipment used for the runs was a restored self-propelled 38-passenger gas-mechanicalrail car originally manufactured by the Brill Company in 1930. The rail car, nicknamed“Spike” for the duration of the demonstration, made four round trips on Thursdays,Fridays, Saturdays, and Sundays. Subsequent to the conduct of the Gila County Small Area Transportation Study and the railexcursion demonstration, the consultant received an additional task assignment to examinethe feasibility of establishing permanent passenger rail service in the Globe-Miami area.The consultant is tasked with conducting a comprehensive review of the potential forpassenger rail utilizing area trackage of the Arizona Eastern Railway. Three service areaswill be examined:• Globe (downtown) to Apache Gold Casino.• Globe (downtown) to Miami (downtown).• Apache Gold Casino to San Carlos.Distances and estimated travel times by rail and highway between these points are listed inTable 1. Figure 2 depicts the rail and highway routes in the Study Area.TABLE 1. Class I standards permit passenger trainoperation at speeds up to 15 mph and Class II standards permit passenger train operation atspeeds up to 30 mph.This Report represents the findings of the project, including the railroad operating costsobtained from Arizona Eastern Railway in Chapter 2 and a summary of Excursion Railoperation best practices in Chapter 3.Chapter 4 presents an estimate of transit demand, together with the findings of a sketchestimate of potential excursion rail ridership and characteristics of the Arizona tourismmarket,Chapter 5 presents draft rail service scenarios including a proposed operating season, afare structure, and a set of timetables for different route configurations.
