During the hearings, several presenters, including county coroners, questioned the accuracy ofthe data for reported heroin-related opioid deaths in Pennsylvania.The U.S. Department of Justice, Drug Enforcement Administration, reports that heroin is themost commonly found illicit substance involved in alcohol and/or drug intoxication deaths in theCity of Philadelphia. In 2011, 251 alcohol and/or drug intoxication deaths showed the presenceof heroin/morphine, a significant increase from 138 in 2010. Heroin is also the most commonlyfound substance in mortality cases where illicit drugs are present. In 2011, heroin/morphine wasfound in 32.4 percent of cases in Philadelphia deaths where illicit drugs were present in thesystem.This epidemic continues to impact every corner of the Commonwealth in both rural and urbancommunities.8 | P a g e
