1 <strong>GENERAL</strong> <strong>RULES</strong>1.1 <strong>GENERAL</strong>1.1.1 Background:<strong>ROAR</strong> (Remotely Operated Auto Racers) began in 1967 to promote and regulate radio-controlledauto racing for fuel powered model cars. Over the years, <strong>ROAR</strong> has developed and refined therules to govern the racing of both electric and fuel powered cars at <strong>ROAR</strong>-sanctioned events.These rules have been designed to:• Guide the development of the sport• Provide for its growth and welfare• Establish minimum requirements for participation in the sport• Ensure fair and equitable application to all aspects of the sport and its participants.1.1.2 These rules govern the conditions at all <strong>ROAR</strong>-sanctioned events. <strong>ROAR</strong> membersparticipating in (or making application to participate in) a <strong>ROAR</strong>-sanctioned event, <strong>ROAR</strong>affiliatedclubs or tracks presenting (or making application to present) a <strong>ROAR</strong>-sanctionedrace, and manufacturers making application for the approval of products for use at <strong>ROAR</strong>sanctionedevents are deemed to have agreed to comply with these rules.1.1.3 <strong>ROAR</strong> may act at any time during the preparation for, the running of, or after a <strong>ROAR</strong>sanctionedevent to change anything that <strong>ROAR</strong> believes to be contrary to the bestinterest of the sport or the organization. This includes denying or rescinding <strong>ROAR</strong>sanction for an event. A <strong>ROAR</strong>-sanctioned event is a sporting event, and <strong>ROAR</strong> willalways consider the sporting interest before anyone’s financial interest, including that ofthe event organizer.1.1.4 These rules are the sole property of <strong>ROAR</strong>. The use of these rules, or of previousversions of these rules by any organization or individual without the prior written consentof <strong>ROAR</strong> is forbidden. This consent will not be unreasonably withheld, but it must berequested together with sufficient information to assure the <strong>ROAR</strong> Executive Committeethat the use of these rules will not bring <strong>ROAR</strong> into disrepute.1.1.5 Any separation of rules into categories is strictly for the convenience of <strong>ROAR</strong>.1.1.6 General rules and procedures contained in Sections 1 through 7 of these Rules apply toall classes.1.1.7 Any addition to the rules and technical specifications mentioned herein, <strong>ROAR</strong> issues andmaintains specific procedures for adherence by promoters, track owners, manufacturers,and affiliated clubs at <strong>ROAR</strong>-sanctioned events, and procedures governing productssubmitted to <strong>ROAR</strong> for approval.1.1.8 It is the responsibility of members, track owners, and race sponsors to meet all rules andspecifications contained in this rulebook, in the National Guidelines for the current year, orissued by <strong>ROAR</strong> in the Rev-Up Newsletter, in letter form, or posted on the <strong>ROAR</strong> website.1.1.9 The use of the words “vehicle” or “vehicles” in these rules is intended to include both carsand trucks.1.1.10 In the case of a contradiction between a General Rule and a specific class, vehicle type orscale rule, or a rule contained in the <strong>ROAR</strong> Nationals Guidelines (when a National event),the specific rule will take precedence over, or further clarify the General rule in question.3
