DRAFT <strong>Warners</strong> <strong>Bay</strong> <strong>Foreshore</strong> <strong>Master</strong> <strong>Plan</strong> ReportNovember 20107PURPOSE OF THIS REPORTThe purpose of this report is to present a <strong>Master</strong> <strong>Plan</strong> Concept for the<strong>Foreshore</strong> Area with consideration to adjoining land areas including<strong>Warners</strong> <strong>Bay</strong> Shopping Precinct.This report will present a preferred management concept for the<strong>Foreshore</strong>, in light of the governing legislation and policy, currentuser requirements and the aspirations of the community as well asthe <strong>Foreshore</strong> landowners - the <strong>NSW</strong> <strong>Government</strong>. Recommendationswill be made for the revision of these controls in order to allow thedevelopment of the preferred concept.AIMSTRUCTURE OF THIS REPORT• Provide an Urban Green Space and focus for theTown Centre of <strong>Warners</strong> <strong>Bay</strong> that is well integratedwith the centre and associated facilities.• Allow for recreational and cultural activities thatfacilitate community health and social cohesion.• Provide facilities that are accessible for people of allabilities and backgrounds.• Ensure that development of the foreshore is in thepublic interest.• Enhance the attraction of <strong>Warners</strong> <strong>Bay</strong> as a desirableplace to live, work and play.• Contribute positively to the experience of visitors tothe city.• Encourage better dispersion of use along theforeshore by determining and managing the carryingcapacity of the reserve.This report is set out into three parts:• The first part describes the existing context for thestudy with regards to the draft <strong>Plan</strong> of Managementand the current governing legislation. Issues andopportunities for development will also be identified• The second part establishes the overall objectivesfor the development of the site, followed by a seriesof management options. A preferred option will berecommended, with further detail of the preferredoption explained through key design principles• The final part will test the preferred option againstthe current draft <strong>Plan</strong> of Management. Detailof possible landscape treatments and materialselections will be offered• Recognise environmental constraints andopportunities.• Minimise maintenance requirements.• Protect heritage if present.• Provide a safe recreational environment.• Respond appropriately to the site context.• Provide for existing and future utility andinfrastructure.JACKSON TEECE
