<strong>Africa</strong> <strong>Adaptation</strong> Programme<strong>Consolidating</strong> <strong>Gains</strong> <strong>and</strong> <strong>Building</strong> <strong>Momentum</strong>Navigating the uncharted waters of transformationalcapacity development, the AAP has been dubbed aUNDP flagshipAfter four years of engagement in the AAP, 20 countries across <strong>Africa</strong> have established strong foundationsin the management of their national climate adaptation agendas that, with time <strong>and</strong> continued effort, willtransform them from an ad hoc to a strategic approach.This means they will be much better able to access <strong>and</strong> analyse data in assessing vulnerabilities <strong>and</strong>needed in the drive to greater levels of climate resilience. And they will have the professional skills <strong>and</strong>institutional capacities to design <strong>and</strong> implement holistic, multi-sectoral adaptation programmes aligned withnational development priorities.In short, they will have much greater prospects of putting their national development plans on inherentlyresilient paths that will achieve a higher rate of return of development gains on the investment of resources.The crucial question is how can the gains of the AAP be consolidated <strong>and</strong> the momentum increased in thecontinuing drive towards climate-resilient development in <strong>Africa</strong>?strengthened capabilities of AAP alumni to bring knowledge to bear on the decision-making, policyformulation <strong>and</strong> programme planning processes.3
