<strong>community</strong> confidence.• In terms of ‘reduction of re-offending’, IOM works with offenders on releasefrom prison with licence conditions to engage with Probation. They areassessed <strong>and</strong> their needs are assessed against a number of pathways out ofoffending which include:‣ Accommodation‣ Mental <strong>and</strong> Physical Health‣ Education Training <strong>and</strong> Employment‣ Attitudes Thinking <strong>and</strong> Behaviours‣ Drugs <strong>and</strong> Alcohol‣ Finance‣ Children <strong>and</strong> Families• Various services are provided in order to tackle these aspects in order to divertoffenders away from <strong>crime</strong>.• Reduction of re-offending in Northampton could be helped if it featured as aBorough priority in support of the Community Safety Strategy linking in with thebelow strategic structures.• There appears to be greater mobilisation of Borough resources in other areasoutside of Northampton, with prevention of criminality in mind with dynamicmobilisation of staff to support preventative activity.• Joint Action Groups come together in order to problem solve <strong>and</strong> activate thisresource. This structure does not appear to be in place across Northampton.• At district level, the District Comm<strong>and</strong>er links into the BSG <strong>and</strong> CSP <strong>and</strong> wardlevel engagement is managed by the relevant Sector Inspector <strong>and</strong> theirteams.• A Reducing Re-offending County Strategy now exists to ensure a joined upapproach across all agencies <strong>and</strong> is built around the need <strong>and</strong> provision of the7 pathways as outlined above.• A County Reducing Re-offending Board (RRB) meets bi monthly as part of thenew County Community Safety Coordination Group (CCSCG).• The Board is chaired by the Assistant Chief Constable <strong>and</strong> the NorthamptonBorough Council representative is the Chair of the CSP <strong>and</strong> the ChiefExecutive with portfolio leadership relating to accommodation is the ChiefExecutive of Northampton Borough Council.• The Comm<strong>and</strong> Support section feels that the role of the Police <strong>and</strong> CrimeCommissioner in preventing <strong>and</strong> tackling SAC <strong>and</strong> <strong>violent</strong> <strong>crime</strong> is directingfunding <strong>and</strong> resources against these aspects as they see fit <strong>and</strong> in line withtheir manifesto <strong>and</strong> m<strong>and</strong>ate.• The Comm<strong>and</strong> Support section feels there is potential for increased sharing ofinformation between departments e.g. Housing in support of protecting thevulnerable <strong>and</strong> reducing risk of offending21
