<strong>2011</strong> Wisconsin Conference <strong>Journal</strong>b. It shall administer Conference-supplemented pastors’ salaries except <strong>for</strong>new church starts, mission congregations, and developingcongregations, which shall be the responsibility of the Board ofCongregation and Circuit Development.3.3.13 Committee on Petitionsa. The Committee on Petitions shall consist of seven to ten members,balancing lay and clergy as closely as possible, with at least one memberof the previous General Conference delegation or a reserve.b. It shall be the function of this committee to provide all clergy and laymembers of the Annual Conference, local church AdministrativeBoard/Council chairpersons, and chairpersons of Annual Conferenceagencies with procedures <strong>for</strong> the preparation and submission of petitions<strong>for</strong> General Conference as to subject matter; evaluate each petition <strong>for</strong><strong>for</strong>m, content, and implications and report them to the AnnualConference.c. The committee shall provide educational in<strong>for</strong>mation on issueidentification and the petitioning process at the annual conferencesession two years prior to General Conference.3.3.14 Board of Lay Ministry (631) There shall be a Conference Board of LayMinistry whose purpose is to foster an awareness of the laity’s role inachieving the mission of the church, and enable and support lay participationin the planning and decision-making processes in the local church, circuits,district and Conference. The Board of Lay Ministry relates to theDiscipleship Leadership Executive Team and cooperates in a mutualministry vision with pastors, district superintendents and the Bishop. TheBoard of Lay Ministry shall consist of the following members:Conference Lay Leader (who shall be chairperson)Associate Conference Lay LeaderDistrict Lay LeadersConference Director of Lay Servant MinistriesDistrict Directors of Lay Servant MinistriesImmediate past Conference Lay LeaderConference President of United Methodist WomenConference President of United Methodist MenConference Council on Youth Ministries RepresentativeYoung Adult RepresentativeDean of Faith AliveAssociate Dean of Faith Alive3.3.15 Moving Director There shall be a Conference Moving Director named bythe Cabinet. The Moving Director shall appoint assistants as deemednecessary.3.3.16 UM Center Committee (610.2) The Committee to oversee the UM Centershall consist of three Trustees named by the Conference Board of Trustees,one of whom shall be chairperson; the Director of Connectional Ministries;and the Bishop or a representative named by the Bishop. The BuildingManager and Conference Treasurer or designee shall be Advisory to it.Conference Rules and Policies 337
