Develop a freight consolidation centre, on a pilot basis, by 2014.2.10 Improving the sustainability of transport infrastructure and reducingenvironmental effects – 10Aim:• Use sustainable construction and maintenance methods to reduce theenvironmental effects of the transport infrastructure for which we are responsible.The promotion of sustainable development is a statutory duty of the Welsh AssemblyGovernment. We have a responsibility to reduce the adverse environmental effectsof transport infrastructure under our control. We also have a duty under the NaturalEnvironment and Rural Communities (NERC) Act 2006 to conserve and enhancebiodiversity in taking forward the transport plan. We will take these forward throughthe operation and management of our motorway and trunk roads; and our planning,design and construction procedures for new infrastructure.We will:Include requirements in our agreements, contracts and specifications for newand existing motorway and trunk road network to minimise waste, the useof energy and the use of finite natural resources; and to increase use of moresustainable materials.Work to the requirements under European and UK legislation for noise, airquality and water pollution.Review the resilience of the motorway and trunk road infrastructure to theeffects of climate change, and develop a climate change adaptation strategy fortransport, by 2011.Continue work to protect, conserve and enhance the historic environment,landscape/townscape, as well as provision for habitats and species.National Transport Plan17
