<strong>Federal</strong> <strong>Communications</strong> <strong>Commission</strong> FCC 02-64We <strong>the</strong>refore declined to require broadcast stations and cable systems to upgrade existing EASequipment to add <strong>the</strong> new codes. Instead, we opted to permit <strong>the</strong>m to upgrade <strong>the</strong>ir existing equipmenton a voluntary basis until <strong>the</strong> equipment is replaced. We believe that this approach promotes publicsafety by enhancing state and local EAS without imposing additional costs or burdens on broadcaststations and cable systems that may have <strong>the</strong> undesired effect of reducing voluntary participation in stateand local EAS activities. In addition, we declined to adopt several o<strong>the</strong>r proposals, including a proposalto revise several existing event codes, due to concerns that <strong>the</strong>y would impose substantial costs onbroadcast stations and cable systems.Report to Congress: The <strong>Commission</strong> will send a copy of this Report and Order, including this FRFA,in a report to Congress pursuant to <strong>the</strong> Congressional Review Act, see 5 U.S.C. § 801(a)(1)(A). Inaddition, <strong>the</strong> <strong>Commission</strong> will send a copy of this Report and Order, including <strong>the</strong> FRFA, to <strong>the</strong> ChiefCounsel for Advocacy for <strong>the</strong> Small Business Administration. A copy of <strong>the</strong> Report and Order andFRFA (or summaries <strong>the</strong>reof) will also be published in <strong>the</strong> <strong>Federal</strong> Register. See 5 U.S.C. § 604(b).56
